2016-12-13 i CITY OF im, SOUTH LAKE SOUTHLAKE ARTS COUNCIL MEETING, DECEMBER 13, 2016 LOCATION: Town Hall, 4th Floor Room 4A Southlake, Texas TIME: 6:00 p.m. SOUTHLAKE ARTS COUNCIL PRESENT: Chair Leslie Bartlett, Secretary Jesika Cook and Southlake Arts Council members Merlene Ingraham, Tamara McMillan, Terri Messing SOUTHLAKE ARTS COUNCIL ABSENT: Vice Chair Miriam Murray, Devika Seth, and Kelly Trager (Alternate 1) STAFF PRESENT: Cassie Tucker, Assistant to the Director of Community Services and Jenni Lanier, Community Relations Manager REGULAR SESSION 1. CALL TO ORDER The meeting was called to order by Arts Council Chairman Leslie Bartlett at 6:07 p.m. 2. CONSENT AGENDA Consent Agenda items are considered to be routine by the Southlake Arts Council and are enacted with one motion. 2A. APPROVAL OF THE MINUTES FROM THE SEPTEMBER 27, 2016 SOUTHLAKE ARTS COUNCIL MEETING A misspelling was corrected on the September 27, 2016 meeting minutes. APPROVED A motion was made to approve the minutes of September, 2016 meeting with the correction. CONSIDER 3A. ELECTION OF OFFICERS FOR 2017 Assistant to the Director Cassie Tucker presented this item. The Arts Council briefly discussed the election of officers. Current officers are: Leslie Bartlett, Chair; Miriam Murray, Vice Chair; and Jesika Cook, Secretary. APPROVED A motion was made to keep the current slate of officers for 2017. Motion: McMillan Second: Ingraham Ayes: Bartlett, Cook, Ingraham, McMillan, Messing Nays: None Abstain: None Vote: 5-0 Motion Carried 3B. RECOMMENDATION ON ARTIST LYMAN WHITAKER'S FINAL CONCEPT PROPOSAL FOR PUBLIC ART FOR FRANK EDGAR CORNISH, IV PARK Assistant to the Director Cassie Tucker presented the artist final concept for public art for the park and reviewed the approval process. Ms. Tucker was available to answer questions. The consensus of the Arts Council was to approve the artist's overall proposal; however, during discussion of the base, which the artist had changed from a circular shaped base to an octagonal shaped base, three Arts Council members favored a circular base, while two members preferred an octagonal base shape. A motion was made to recommend approval of artist Lyman Whitaker's final concept proposal for public art for Frank Edgar Cornish, IV Park, with a change of the base to a circular base. The Arts Council had further discussion concerning the language of the motion and a second motion was presented for a vote. APPROVED A motion was made to recommend approval of artist Lyman Whitaker's final concept proposal for public art for Frank Edgar Cornish, IV Park. Motion: Messing Second: Jesika Ayes: Bartlett, Cook, Ingraham, McMillan, Messing Nays: None Abstain: None Vote: 5-0 Motion Carried. The Arts Council approved (5-0) the concept for the art with a comment to City Council that for the base, there was a 3-2 favor of a circular base versus an octagonal base, and that both the circular base and the octagonal base images will be presented to the City Council. The City Council will tentatively consider the artist concept at the January 17, 2017 meeting. 4. DISCUSSION 4A. ART GALLERY RECEPTION FEBRUARY 19, 2017 AND STROKES OF ART IN THE SQUARE ART EXHIBIT FEBRUARY 17 — APRIL 28, 2017 IN TOWN HALL LOBBY The Arts Council discussed task assignments and plans for the February 19th reception to be held in the Town Hall lobby. Twelve artists have accepted the invitation to display in the exhibit. 5. PUBLIC FORUM Chairman Bartlett opened the Public Forum at 6:44 p.m. There being no one to speak, Public Forum was closed at 6:44 p.m. 5.
