Item 4D - Memo Final CITY OF SOi ITH i q KE Item 4D MEMORANDUM (January 17, 2017) To: Shana Yelverton, City Manager From: Rob Cohen, Director of Public Works Subject: Approve the purchase of chlorine analyzers with Prime Controls in an amount not to exceed $92,400 Action Requested: Approve the purchase of chlorine analyzers with Prime Controls in an amount not to exceed $92,400. Background Information: The City of Southlake purchases its potable drinking water from the City of Fort Worth through a Wholesale Purchase Agreement. This water is delivered to the City's two entry points at the pump stations. It is then the responsibility of the City to ensure the water quality is maintained throughout the City's distribution system as it is delivered to Southlake's customers. The City, also referred to as a Public Water System (PWS) by the Texas Commission on Environmental Quality (TCEQ), is required to comply with Texas requirements for monitoring, maintaining, and reporting drinking water disinfectant levels to ensure public health. Texas is required to adopt and enforce rules that are at least as stringent as the rules set forth by the U.S. Environmental Protection Agency (EPA). Since 1947, a PWS in Texas isrequired to maintain minimum drinking water disinfectant levels in order to protect public health throughout their distribution systems. In 2000, the TCEQ adopted EPA provisions for maximum residual disinfectant levels as well. Because of this upper threshold, a PWS that serves more than 751 customers must collect and sample disinfectant levels at least one time per day each day throughout the distribution system to obtain a citywide sampling of the quality of the water. Public Works Water Division personnel currently collect all of this data on a daily basis by driving to each of the sampling sites. Total chlorine residual disinfectant levels are measured daily at 12 locations including the Caylor and Alta Vista (Fort Worth's stations), entry points into the City at the pump stations and their discharge points, all elevated water storage tanks, and 2 of the 30 routine bacteriological (Bac-T) sampling sites (these locations vary daily). On average, Water Division personnel collect 300+ total chlorine Page 1 of 3 Item 4D samples per month by hand as part of the City's Water Quality Program. Purchasing eight (8) chlorine analyzers will supplement the disinfectant residual data collected daily by the Water Division personnel. This purchase includes the critical software integration of the chlorine analyzers into the City's Supervisory Control and Data Acquisition (SCADA) system. This system will provide operators with real-time data regarding drinking water disinfectant residual for the City's water supply. Through this integration, the analyzers will capture total chlorine residual disinfectant levels in 5 minute intervals. This increases the City's total chlorine "leading indicator" data for the storage facilities from 1 data point per day to 288 data points per storage facility per day (1 every 5 minutes). This information will augment the mandatory collection still required at other citywide locations. Financial Considerations: This purchase is exempt from bidding under the Texas Local Government Code Chapter 252 Section 252.022 General Exemptions: (a)(2) "a procurement necessary to preserve or protect the public health or safety of the municipality's residents." In addition, Prime Controls is the City's sole source vendor for SCADA integration. Funding for this item was approved by City Council in the FY 2017 Water Division Operating budget in an amount of$92,440. Therefore, this purchase is within budget.
