Item 6E Specific Use Permit for Temporary Sales and/or Construction Facilities at The Marq Champions Club and the Southlake Tennis Center ZA16-098 1 Applicant: City of Southlake Request: Approval of a specific use permit in order to place temporary construction and/or sales facilities on Bicentennial Park property to accommodate the current construction projects for The Marq Champions Club and the Southlake Tennis Center. Location: 285 Shady Ln. and 450 W. Southlake Blvd. ZA16-098 The City of Southlake Community Services Department is requesting approval of a specific use permit for temporary construction and/or sales facilities on Bicentennial Park property to accommodate the current construction projects (nine in total). More specifically: Up to six (6) temporary construction facilities to support The Marq Champions Club building project and one (1) temporary sales facility to serve as a new membership sales and staff office One (1) temporary construction facility to support the Southlake Tennis Center building project and one (1) temporary sales facility to serve as the tennis center pro shop and office are being requested. 2 3 4 Aerial View The Marq Champions Club and the Southlake Tennis Center are located in Bicentennial Park which is generally located on the north side of Southlake Blvd., in between Shady Oaks Drive and White Chapel Blvd. 5 Site Plan – The Marq Champions Club Sales trailer 12’x60’ with skirt, 5 gal perimeter potted shrubs and deck 9x60 w/ramp Up to six construction trailers 12’x56’ with skirt. Shrubs installed around facility area perimeter The construction project for The Marq Champions Club is anticipated to be completed within 24 months. The sales trailer will provide office space for facilitating club memberships. This slide shows the general construction area associated with the Marq. Six 12’ x 56’ trailers will serve as the construction trailers for the contractors for the duration of the project. The Marq Champions Club construction project is anticipated to be completed within 24 months. A 12x60 temporary sales facility in the area shown will serve as an office for facilitating new club memberships. The proposed temporary construction facility area will have up to six construction trailers at any one time as multiple contractors will be working on the project. The proposed sales trailer will temporarily house the tennis pro shop and offices. Sales trailer 12x56 with skirt, 5 gal foundation shrubs around perimeter except the side facing the tennis court One 12x56 temporary construction facility to support the Southlake Tennis Center building project and one 24x60 temporary sales facility to serve as the tennis center pro shop and office are being proposed and are generally located as shown on this slide. The Southlake Tennis Center construction project is anticipated to be completed within 18 months. Both facilities will be skirted and landscaped as required. 7 Temporary Facility Examples Shown here is a photo of what the temporary facilities will look like and illustrations of the 24x60 and 12x56 floor plans. 8 Variance – Distance to Residential Temporary Sales and/or Construction facilities are required to be at least 200 feet from any occupied residence. All of the proposed temporary facilities for The Marq Champions Club construction project are within 200 feet from the residences directly across Shady Oaks Drive. Sales trailer would sit approx. 150 ft from residences along Shady Oaks Dr. 9 Signage 128 sf 320 sf The temporary banner signs shown are proposed for the membership sales trailer along Shady Oaks Drive. Temporary banner signs are also being proposed on the construction fencing and the proposed trailer housing the temporary pro shop and tennis center office. The temporary facility that will be used to solicit club memberships as shown on this slide. The proposed banner (one) for the temporary tennis pro shop and office will be used to identify the facility. This banner will meet the sign ordinance regulations. - 30 square feet. *The sign ordinance states regulations for residential sales trailers 10 Variances Temporary Sales and/or Construction facilities are required to be at least 200 feet from any occupied residence. Temporary facilities must provide foundation landscaping planting consisting of one (1) five gallon shrub per (4) four linear feet (excluding entrances) All seven (7) of the proposed temporary facilities for The Marq Champions Club construction project are within 200 feet of the residences located across Shady Oaks Drive. The applicant is requesting approval of the locations as indicated on the site plan. Also the applicant is requesting that the planting be provided per the site exhibit. 11 November 17, 2016; Approved (4-0) subject to the Staff Report dated November 11, 2016; specifically granting the noted variance within the staff report.
