Item 4D Approve contract renewal with Tactical System Network, LLC (TSN) for Town Hall Security Services in the amount of $120,000 Item 4D Good evening Honorable Mayor and members of the City Council. This is Cristina McMurray, Deputy Director of Public Works and I will be presenting Item 4D for your consideration. 1 Requested Action Approve contract renewal with Tactical System Network, LLC (TSN) for Town Hall Security Services in the amount of $120,000. Staff requests that City Council: Approve a contract renewal with Tactical System Network, LLC (TSN) for Town Hall Security Services in the amount of $120,000. 2 Town Hall Security Contract Residents coming to Town Hall to: Conduct business Attend events Visit the library Vote Elected Officials Board members Visitors from other cities Employees Ensure security within Town Hall and the safety of its patrons The safety and security of residents coming to Town Hall to conduct business, attend events, visit the library, and vote; visitors from other cities; Elected Officials; Board Members, and employees is of the utmost importance to the City of Southlake. 3 Town Hall Security Contract Tactical Systems Network, LLC (TSN) Ensure high level of security Professional Security Firm In light of current global and local conditions, staff deemed it appropriate and necessary to engage a professional security firm to assist the City with identifying potential vulnerabilities, and making security improvements to ensure a high level of security within Town Hall. TSN is a professional Security Consulting Firm that provides customized security programs to protect their clients and associated workplaces. 4 Town Hall Security Contract The City has been working with TSN to improve Town Hall security since October 30, 2014. In February 2015, TSN completed a security risk assessment for the City and provided numerous security enhancement recommendations. A complete list has been included in your packet for your review. Among the completed security improvements are the following: In July 2015, the employee breakroom was secured. In January 2016, City Council awarded a security contract to TSN and a security desk and security officer were stationed in the Town Hall Lobby. In May 2016, Town Hall interior and exterior security cameras were upgraded and a dedicated IT security server was installed. 5 Town Hall Security Contract Day of the Week Open Close Monday 6:45 a.m. 9:00 p.m. Tuesday 6:45 a.m. 10:00 p.m. Wednesday 6:45 a.m. 9:00 p.m. Thursday 6:45 a.m. 9:00 p.m. Friday 6:45 a.m. 9:00 p.m. Saturday 10:00 a.m. 6:00 p.m. Sunday Closed *Security will also cover City Council meeting times. Town Hall Hours of Operation TSN provides an armed, licensed, uniformed, security concierge officer 5 person rotation security team to cover all Town Hall hours of operation and include after-hours events Monitor cameras, conduct building sweeps, building opening and locking, and assist visitors As part of the security contract, TSN provides an armed, licensed, uniformed, security concierge officer in Town Hall during the hours the building is open and for special City events as needed. TSN implemented a 5 person rotation security team to cover all of the Town Hall hours of operation as shown on this slide; and will include after-hours events such as City Council meetings and Art in the Square. As part of their daily procedures, the security officer monitors the Town Hall cameras from the security desk; conducts building sweeps; performs building opening and locking procedures per established security protocol; and provides a high level of customer service by assisting and guiding visitors to their destinations within the building. 6 Town Hall Security Contract Funding available in the Public Works Operations/Facilities Budget FY 2017 TSN not proposing a price increase Tarrant County will participate in 25% of the cost of this program City Council approved funding in the FY 2017 budget for the continuation of the Town Hall security contract. Funding is available in the Public Works Operations/Facilities budget. TSN is not proposing a price increase for FY 2017. Additionally, Tarrant County will participate in 25% of the cost of the security program per the Inter-local Agreement (ILA) previously approved for Town Hall operations. 7 City of Southlake Strategy Map The City of Southlake provides municipal services that support the highest quality of life for our residents, businesses, and visitors.
