Owner: City of Southlake Request: Approval of a Zoning Change and Site Plan to add additional parking spaces, add a security fence and gate, landscaping, and renovation of the building façade elevations. Location: 2100 W. Southlake Blvd. ZA16-086 Robert Garza of RPGA Design Group, Inc., representing the City of Southlake, is seeking approval of Zoning Change and Site Plan to add additional parking spaces, add a security fence and gate, landscaping, and renovation of the building façade elevations for the DPS West facility. The DPS West facility is located at 2100 W. Southlake Blvd. 2 The future land use is Retail Commercial. 3 Lot 3R1 Lot 3R2 The current zoning is “SP-1” Detailed Site Plan with “CS” Community Service District Uses limited to a public safety facility to include any associated outside storage on Lot 3R2 and Public Park to include children’s safety education facilities on Lot 3R1. 4 Aerial View This is an aerial view of the DPS location, generally located at the northeast corner of W. Southlake Blvd. and Randol Mill Road. 5 Existing Site Plan (ZA00-047) DPS West This is the previously approved site plans approved in 2000 under ZA00-047 for the DPS facility is shown in red and the site plan for Safety Town approved in 2008 under ZA08-112 is shown in green. 6 Proposed Site Plan (CC 11-1-16) This is the proposed site plan for the DPS West facility to include additional parking spaces, installation of a rear security gate and fence, relocation of the trash enclosure outside the proposed security gate and fence, landscaping, and the exterior building renovations. 7 Proposed Rendered Site Plan (CC 11-1-16) This is a rendered proposed site plan presented at the November 1st City Council meeting showing the proposed changes on the site: new parking spaces, proposed security fence and gate, relocated trash enclosure, parking island landscaping, and proposed façade renovations in order to provide some architectural consistency with DPS north. 8 Site Plan Comparison (ZA00-047 and ZA16-086) Add parking spaces Proposed security fence and gate Proposed façade renovations on all four sides New trash enclosure This slide shows the rendered proposed site plan with the proposed changes noted on the site: new parking spaces, new trash enclosure, proposed security fence and gate, parking island landscaping, and proposed façade renovations in order to provide some architectural consistency with DPS north. The security gate masonry columns and trash enclosure will be constructed with the stone and cast stone used for the renovated building facades. The security fence will be a decorative 7’-2” wrought iron fence. The trash enclosure will have a steel pedestrian gate and steel door painted to coordinate with the stone masonry. 24 Building Rendering This is a rendering with the proposed building elevation modifications showing the proposed renovated roof projections, new stone arches and capstone, stone masonry decorative grilles, and new window,fire bay doors 25 Tree Conservation Plan This is the tree conservation plan showing the trees to be removed and preserved with the proposed changes. The applicant has indicated that the site has 22% tree coverage. The required percentage of tree cover preservation is 60%. The applicant has indicated that 87% of the tree cover will be preserved. 26 Landscape Plan (CC 11-1-16) The landscape plan shows the additional landscaping required in the parking lot islands. The landscaping will include 2 lacebark elm trees, 1 crape myrtle, maiden grass and purple leaf wintercreeper groundcover in the islands.
