Allen Taylor, and City Secretary Lori Payne. WORK SESSION: 1. CALL TO ORDER The Works Session was called to order by Mayor Hill at 5:30 p.m. 2. INVOCATION Clayton Reed gave the invocation. Mayor Hill led the pledges of allegiance to the United States and Texas Flags. 3A. PROCLAMATIONS FOR EAGLE SCOUT RECIPIENTS Mayor Hill presented proclamations to Troop 168 Eagle Scout candidates, Austin Simer and Harrison Peyrovi, in recognition of meeting the extensive requirements for becoming Eagle Scouts. Specifically, Austin built the three wooden game tables with benches for the playground at Old Union Elementary School and Harrison created a REGULAR CITY COUNCIL MEETING MINUTES, NOVEMBER 15, 2016 Page 1 of 13 bike safety video for the students at Durham Intermediate School. Their Eagle Scout Courts of Honor will be held on Sunday, November 20, 2016. 4. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. NO ACTION WILL BE TAKEN AND EACH ITEM WILL BE CONSIDERED DURING THE REGULAR SESSION. REGULAR SESSION: 1. CALL TO ORDER The Regular Session of the City Council was called to order by Mayor Hill at 6:08 p.m. 2A. EXECUTIVE SESSION Mayor Hill announced the City Council would go into Executive Session pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Sections 551.071, consultation with attorney; and 551.087, deliberation regarding economic development negotiations. City Council adjourned for Executive Session at 6:08 p.m. Executive Session began at 6:21 p.m. and concluded at 6:57 p.m. 2B. RECONVENE Mayor Hill reconvened the meeting at 7:04 p.m. There was no action necessary as a result of Executive Session. 3A. MAYOR'S REPORT Mayor Hill briefly announced upcoming meetings and events. 3B. CITY MANAGER'S REPORT City Manager Shana Yelverton introduced Chief Financial Officer Sharen Jackson who made a short presentation on the Water Meter Upgrade Project. 4. Motion was made to approve Resolution No. 16-053 (ZA16-095) Specific Use Permit for The Parkview Residences residential lofts subject to Staff Report dated November 8, 2016 and granting the following variance request: the maximum height allowed in the "DT" district for buildings more than 1000-feet from East S.H. 114 is 52-feet. The applicant is requesting a variance to allow a maximum height of approximately 59-feet 3-inches. Approximately 1/4 of the southern portion of the building is outside of the 1,000-foot distance from SH114. Approximately 3/4 of the northern portion of the building is within the 1,000-foot distance from SH114 which would allow a maximum height of 90-feet. • Noting, this SUP will have an expiration date of January 31, 2017 as requested by the applicant and noting if a building permit is not issued and construction begun by this date, the SUP shall automatically expire. • Also, noting that all previous conditions placed on the approval of the two prior SUPS in terms of percentage of Garden District Brownstones sold and the percentage of "The Residences" presold prior to the commencement of construction of"The Residences" will remain in effect.
