1. CALL TO ORDER:
The meeting was called to order at 6.30 p.m
2. PUBLIC FORUM: (This is the Public's opportunity to address the board about non-
agenda items. During this proceeding, the Board will not discuss, consider or take
action on any items presented. We respectfully ask that anyone stepping forward to
speak during Public Forum limit remarks to three minutes or less.)
President McMillan opened the public forum. No one was present to address the Board
so the public forum was closed.
3. CONSIDER:
3A. Approval of the minutes from the February 11, 2016 Crime Control and Prevention
District Board Meeting.
An error was found in section 3A and was noted for correction.
A motion was made to approve the minutes from the February 11, 2016 meeting with
corrections.

4. DISCUSSION:
4A. UPDATE ON CCPD SALES TAX
Sharen Jackson reported sales tax collections at $758,000 When equalized,
collections are about 3.75 percent above last year for the same time period.
Discussion took place.
Questions were addressed by Sharen Jackson.
4B. UPDATE ON THE SRO PROGRAM
Chief Brandon informed the Board regarding the placement of SRO's at certain Carroll
ISD schools. A current SRO vacancy is expected to be filled before the beginning of the
next school year.
4C. UPDATE ON DPS WEST REMODEL
Chief Starr gave an update on the DPS West remodel contract with Robert Garza. The
joint contract with Public Works will not move forward but the DPS West remodel
contract was removed from the joint contract and resubmitted to the City Attorneys.
The DPS contract was presented and approved by Council at the May 4, 2016 meeting.
The remodel is now in the architect, design phase. The construction cost will be
presented at the July 2016 Board meeting when Staff will ask the Board to approve
funds

4D. DISCUSSION ON UPCOMING PUBLIC SAFETY NEEDS
Chief Brandon informed the Board that Staff wanted to give them the opportunity to
preview a few items that they perceive as needs. These items, an estimated total of
$634,862.00, have not been approved by the City's internal budget review so what is
finally presented to the Board for approval may change.
Radio up grade $341,100
As of December 2019, Motorola, the vendor who services the radios, will no longer
support maintenance for the existing Police Department portable radios. The requested
up grade would include seventy-five new handheld APX6000 portable radios for the
Police Department with required accessories plus eight new patrol vehicle radios,
associated programming and warranties
DWI lab testing for blood evidence $30,000
As of last year, 2015, the Tarrant County District Attorney's Office formally notified all
law enforcement agencies that breath results would no longer be accepted for DWI

cases, blood results would be required for prosecutorial purposes. As a result, in
FY2016, the average monthly expenditure for lab blood testing cost approximately
$2,400. This requirement has driven the Police Department's cost for lab testing up
dramatically. In past years the lab blood testing costs have been requested from the
Red Light Camera fund but that fund can no longer support this expense. To date
officers have made 103 DWI arrests out of a projected total of 176 arrests for this year
An estimated $20,000 has been expensed out of the Police Department's general fund
thus far
Additional traffic trailer $11,270
Traffic issues continue to be the number one concern for Southlake citizens. The
existing traffic trailer helps in responding to traffic complaints. While stationed at a
specific location, it is capable of capturing speed data as well as recording the number
of passing cars. Due to increased demand, an additional traffic trailer is necessary for
data collection capabilities.
Regional Crime Scene Search unit $14,050
This is an idea discussed amongst several North Tarrant County Police Chiefs which
may not come to fruition for this next budget year. The agreement would be similar to
the agreements that Southlake has with Keller Jail and Dispatch. The Police
Department currently has one employee who is trained in crime scene processing but
Southlake's ability to respond and process major crime scenes independently is limited.
North Richland Hills Police Department, which has two full time crime scene
technicians, has proposed a shared Crime Scene Unit to ensure high quality crime
scene response and processing for all participating law enforcement agencies. The
proposal would allow North Richland Hills Police Department to hire a third full time
crime scene technician and to purchase a vehicle. The projected cost for the first year
is estimated at $14,050.00 which would decline after the initial year. These are
preliminary cost estimates because other police departments are not as far along in
their budget process. Even though this is a concept without a hard plan, Chief Brandon
wanted to bring this idea before the Board.
DPS HQ masonry water sealing project $189,442
This project is a preventative maintenance process. It would entail power washing and
sealing all of the brick and precast stone masonry on the exterior of the DPS
Headquarters building. This work is recommended in order to prevent moisture damage
and to restore the color of the brick and stone.
DPS HQ fire apparatus bay floor re-finish $49,000
This project is needed to re-finish the floor in the DPS HQ fire apparatus bay. The
original finish did not adhere to the concrete and the clear coating is bubbling, chipping
and wearing away. This condition is allowing water and moisture to get up under the
finish which poses a slipping hazard. The recommendation is to strip the floor and lay
down a new finish because this condition will only worsen over time.
