2016-02-11 CITY OF 6;'1 SOUTHLAKE SOUTHLAKE CRIME CONTROL AND PREVENTION DISTRICT BOARD MEETING MINUTES: February 11, 2016 LOCATION: Southlake DPS Headquarters Facility 600 State Street, Fourth Floor— CCPD Board Room Southlake, Texas 76092 TIME: 6:30 p.m CRIME CONTROL AND PREVENTION DISTRICT BOARD MEMBERS PRESENT: President Ken McMillan, William McGuire, Frank Powers, Richard Sandow, Mary Grace Thoennes and Vice-president Robert Williams CRIME CONTROL AND PREVENTION DISTRICT BOARD MEMBERS ABSENT: Craig Sturtevant STAFF PRESENT: Assistant City Manager Ben Thatcher, Fire Chief Mike Starr, Police Chief James Brandon, Chief Financial Officer/Board Treasurer Sharen Jackson, Police Dept. Admin. Sec./Board Secretary Diana Green, DPS Communications Coordinator Kim Leach and Assistant City Manager Alison Ortowski 1. CALL TO ORDER: The meeting was called to order at 6:30 p.m. 2. PUBLIC FORUM: (This is the Public's opportunity to address the board about non- agenda items. During this proceeding, the Board will not discuss, consider or take action on any items presented. We respectfully ask that anyone stepping forward to speak during Public Forum limit remarks to three minutes or less.) President McMillan opened the public forum. No one was present to address the Board so the public forum was closed Gentry Williams, a visiting Boy Scout working on Eagle Scout requirements, was present along with his mother Paula and sister Elizabeth. 3. CONSIDER: 3A. Approval of the minutes from the December 17, 2015 Crime Control and Prevention District Board Meeting. All Approved 6-0 3B. Approval of the CCPD FY 2015 Annual Report. Ben Thatcher gave a brief overview of the FY 2015 Annual Report. Discussion took place Questions were addressed by Ben Thatcher and Chief Starr A motion was made to approve the CCPD FY 2015 Annual Report with suggested amendments (changes to page 16, Strategy One). Motion: Williams Second: Sandow Ayes. All Approved 6-0 3C. Approval of the architect design agreement with RPGA Design Group, Inc. for a fee not to exceed 10% of the construction cost of A/E Basic Services. Chief Starr addressed the Board outlining the design agreement to include fees He instructed the Board that they are being asked to approve Robert Garza, RPGA Design Group and a fee not to exceed 10% of construction cost. A handout (West DPS Facility Renovations and New Municipal Service Center Total Project Budget Analysis) was provided to the Board Members. Discussion took place. Questions were addressed by Chief Starr, Sharen Jackson and Ben Thatcher. A motion was made to approve the architectural group RPGA and the agreement not to exceed 10% of construction cost for architectural and engineering services Motion. Williams Second: Sandow Ayes: All Approved 6-0 4. DISCUSSION: 4A. UPDATE ON CCPD SALES TAX Sharen Jackson presented an update on the CCPD sales tax collection. She handed out an updated report which included the collected December 2015 sales taxes. Ms. Jackson informed the Board that the sales tax is relatively flat due largely to the reduced percentage in the sales tax allocated to the CCPD City of Southiake Values: Integrity♦ Innovation ♦ Accountability♦ Commitment to Excellence ♦ Teamwork Minutes of the February 11, 2016 Crime Control and Prevention District Board Meeting Page 3 of 3 Discussion took place. Questions were addressed by Sharen Jackson. 4B. UPDATE ON THE SRO PROGRAM Chief Brandon informed the Board that the vacant SRO position at Rockenbaugh Elementary School has been filled. The new SRO is expected to be present in the school Monday, February 16. 4C. UPDATE ON POLICE DASH AND BODY CAM SYSTEM Chief Brandon informed the Board that the cameras were put into action January 6, 2016. An actual body camera was available for the Board Members' inspection. Chief Brandon also informed the Board that Watch Guard, the vendor who supplied the cameras, provides twenty-five percent of police dash cameras in the country. He explained how the dash and body cameras work and how the information is stored and how information is retrieved. Discussion took place. Questions were addressed by Chief Brandon. Announcements Alison Ortowski, Assistant City Manager, was introduced. She will be taking over Ben Thatcher's duties with the CCPD Board. 5.
