Dear Ken,
We have addressed the stipulations of the first City Council Reading approval as follows:
1. Additional Parking—We recognize that one of the stipulations was to add 25 to 30 spaces on Lot 1,
which would increase the impervious cover. The applicant is prepared to provide this additional
parking if required. However, the development team, professional consultants, and hotel operator
still contend that any parking above the 337 spaces shown will be underutilized, and will detract
from the aesthetics of the development by eliminating greenspace.
It should be noted that the growing use of ride hailing apps - such as Uber and Lyft - in lieu of
renting, has not been accounted for in any of the parking requirement calculations. We have
provided an exhibit accordingly, and we feel this variable is of particular consequence for the target
guest.
We have provided an exhibit depicting the additional 27 parking spaces that may be constructed on
Lot 1 in the future if there is in fact a parking shortage. Additionally, the exhibit shows a second
optional parking area on Lot 2 where an additional 63 spaces may be added. These entitlements
have been written into the development regulations.
Any increase in parking, whether constructed now or in the future, will be done so in accordance
with landscaping and screening requirements consistent with the Lot 1 site plan, and as approved
through the City's permitting process.
2. Detail of Lot 2 Amenities to be constructed with Lot 1 — the Phase 1 Landscape Plan (1-2.0) has
been updated to more clearly define the elements to be constructed, including identification of all
species to be planted, including around plantings around the signs. All elements shown on the
Phase 1 Landscape Plan - including the traffic circle, two entry signs at White Chapel and two entry
signs at SH 114 will be constructed with the development of Lot 1. Further details will be provided
during the final design and permitting process, and will confirm with the intent of the concept.
3. Updated Parking Study for future site plans — A stipulation has been added to the development
regulations that updated parking studies shall be provided with future site plans.

4. Retaining Wall Materials — The design guidelines for the development now only show rough cut
stone options per Council preference.
5. Pool Screening—The Phase 1 Landscape Plan calls out the various plantings that will comprise an 8-
foot tal I hedge screen.
6. Tree Preservation at Northwest Corner — I met with Keith Martin and Richard Schell on site to
review the trees. It was determined that generally all of the trees in the channel area to be
preserved until Lot 2 is developed. The tree preservation plan has been modified accordingly with
appropriate notes.
7. Hotel Operator Representative - A representative of the Hotel Operator will be present at the
second reading to answer any general questions.
8. Multi-Story, Garage and Maximum Retail Use — A stipulation has been added that the Lot 2
Concept Plan is approved for multi-story office/retail buildings and parking garages, with the retail
portion not to exceed 30%. A stipulation for Lot 2 has also been added stating that any structure
above 3 stories shall be allowed upon approval of a Specific Use Permit.
9. An exhibit has been provided depicting two locations where additional parking could be
constructed in the future
