WORK SESSION:
1. CALL TO ORDER
The Works Session was called to order by Mayor Hill at 5:30 p.m.
2. INVOCATION
Clayton Reed gave the invocation. Mayor Hill led the pledges of allegiance to the United
States and Texas Flags.
3A. PROCLAMATIONS FOR EAGLE SCOUT RECIPIENTS
Mayor Hill presented proclamations to Troop 168 Eagle Scout candidates, Austin Simer
and Harrison Peyrovi, in recognition of meeting the extensive requirements for
becoming Eagle Scouts. Specifically, Austin built the three wooden game tables with
benches for the playground at Old Union Elementary School and Harrison created a

bike safety video for the students at Durham Intermediate School. Their Eagle Scout
Courts of Honor will be held on Sunday, November 20, 2016.

1. CALL TO ORDER
The Regular Session of the City Council was called to order by Mayor Hill at 6:08 p.m.
2A. EXECUTIVE SESSION
Mayor Hill announced the City Council would go into Executive Session pursuant to the
Open Meetings Act, Chapter 551 , Texas Government Code, Sections 551 .071 ,
consultation with attorney; and 551 .087, deliberation regarding economic development
negotiations. City Council adjourned for Executive Session at 6:08 p.m. Executive
Session began at 6:21 p.m. and concluded at 6:57 p.m.
2B. RECONVENE
Mayor Hill reconvened the meeting at 7:04 p.m. There was no action necessary as a
result of Executive Session.
3A. MAYOR'S REPORT
Mayor Hill briefly announced upcoming meetings and events.
3B. CITY MANAGER'S REPORT
City Manager Shana Yelverton introduced Chief Financial Officer Sharen Jackson who
made a short presentation on the Water Meter Upgrade Project.

Motion was made to approve Resolution No. 16-053 (ZA16-095) Specific Use Permit for
The Parkview Residences residential lofts subject to Staff Report dated November 8,
2016 and granting the following variance request: the maximum height allowed in the
"DT" district for buildings more than 1000-feet from East S.H. 114 is 52-feet. The
applicant is requesting a variance to allow a maximum height of approximately 59-feet
3-inches. Approximately 1/4 of the southern portion of the building is outside of the
1 ,000-foot distance from SH114. Approximately 3/4 of the northern portion of the
building is within the 1 ,000-foot distance from SH114 which would allow a maximum
height of 90-feet.
• Noting, this SUP will have an expiration date of January 31 , 2017 as requested
by the applicant and noting if a building permit is not issued and construction
begun by this date, the SUP shall automatically expire.
• Also, noting that all previous conditions placed on the approval of the two prior
SUPs in terms of percentage of Garden District Brownstones sold and the

Applicant representative Art Anderson presented this item and answered questions from
Council. Mr. Anderson then turned over the presentation to other members of his team:
Milton Anderson with Merriman Anderson / Architects; Sandy Stephens, P.E., with Cole;
Nicola Gheno, P.E., with Stantec Consulting Services, Inc.; and Brian Adams with SMR
Landscape Architects, Inc.
Motion was made to approve Ordinance No. 480-720 (ZA16-051), 1St Reading, Zoning
Change and Concept / Site Plan for Delta Southlake Center (formerly known as White
Chapel Village) subject to Staff Report dated November 8, 2016, and Site Plan Review
Summary No. 6, dated November 8, 2016, and noting the following:
• Granting the variance as it relates to the Lighting Ordinance No. 693, as
amended, requiring a maximum illumination projected from one property to
another to not exceed 0.2 footcandles horizontal and 0.5 footcandles vertical as
requested to allow illumination of 3.0 footcandles horizontal and vertical;
• Noting that prior to second reading, the applicant will provide a revised
Concept/Site Plan showing additional parking to accommodate the hotel parking
demand, and this revision should include details related to screening and
landscaping;
• Noting that prior to second reading, the applicant will detail exactly which
amenities, for instance the traffic circle, entry features, streetscape, wildflower
planting, etc., that will be provided in conjunction with hotel construction for
Phase 1 ;
• With regards to the S-P-2 zoning regulations, Council is requiring that as future
Site Plans are submitted on the remainder of the site for consideration that an
updated parking study and traffic study be submitted in conjunction with those
future Site Plans;
• Noting that Council is directing staff to determine the feasibility or the current
plans that are already in place for a median cut to accommodate exit and entry at
the White Chapel proposed entrance;
• Noting the applicant's agreement to provide, before second reading, clarity of the
exact materials and design of the retaining walls on the property;
• Noting the applicant's agreement to provide, before second reading, an eight foot
hedge screening around the pool area;
• Noting the applicant's agreement, before second reading, to meet with staff and
submit an agreement regarding preservation of the trees on the northwest corner
of the property with a generally specific tree identification of what is going to be
preserved on the general northwest corner of the property;
• Noting the applicant's agreement to attempt to have a representative of the
operator at second reading to answer any general questions; and,
• Council is noting in this first reading approval that the S-P-2 outparcel Concept
Plan is approved for multi-story office/retail buildings and parking garage, a
mixture with the retail portion not exceeding thirty percent (30%).
