The Commission asked about the distance variance from the residential area. Planning&Zoning Commission Meeting Minutes—November 17, 2016 Page 2 of 7 Construction Manager- Peter Kao, spoke in details of the distance variance and how it would not interfere with the residential area. The Commission asked about the banners and signs on site. Peter Kao clarified that the duration of the signs will only be temporary for about 6 to 8 months. The Commission asked about specific time request. Peter Kao spoke in details that the time request would only be the duration of the construction. The Commission asked if there would be any following notifications for the temporary construction site Peter Kao clarified that there will be additional notices sent out. PUBLIC HEARING Patty Moos, Planner I, presented ZA16-085 and discussed the proposed landuse. The Commission asked about the time duration of the plan. Staff explained the SUP in details and that the permit would expire within 6 months. Planning&Zoning Commission Meeting Minutes—November 17, 2016 Page 3 of 7 The Commission addressed concerns about noise and if it would be an issue to nearby residents Staff explained if there was a noise disturbance, it would be handled properly by Code Enforcement. The Commission asked about outside lighting. The staff explained that there is exisiting lighting outside of the facility and that more lighting could possibly be added in the future. Applicant, Willliam Brian Capps- 1215 Bremlow Ave. Southlake Tx, opend for questions. The Commission asked about the noise concerns. Applicant explained in details that his first location has no issues with noise. The Commission continued to ask about the existing lighting on the outside of the building. The applicant explained that he is not aware of any outside lighting but if it's required he will be willing to add outside lighting. The Commission asked if the building has HVAC. The applicant explained that the facility does not have existing HVAC, but he will be adding additional cooling fans to circulate the air. The Commission asked about parking. The Applicant explained that he will be leaving the existing gate open that is connected to the building to give customers more parking space. Chairman Forman opened public hearing. PUBLIC HEARING Principal Planner, David Jones, presented ZA16-092 and gave a brief description of the proposed land use. . Randy Rivera- G&A Consultants 111 Hillside dr. Lewisville Tx, gave a brief presentation of the new proposed land use. Applicant- Phillip Kushner 2500 N. Kimball Ave. Southlake Tx, spoke about the land area and why he chose that particular property. Randy Rivera returned to the podium and spoke in details and gave a presentation of the new design. The Commission asked about tree preservation. Randy Rivera clarified that some trees will be removed due to the expansion of the property, but most trees will be preserved to keep privacy on the front end of the home. The Commission asked for some clarification for future sidewalks. Randy Rivera explained that there is additional space on the property for any future proposed sidewalks. Southlake, TX- addressed concerns about the drainage and possibly experiencing a third 100 year flood plain because of the reocurring rainfall every year. Staff explained that a Civil Egineer would possibly have to further investigate the flooding and erosion concerns. The Commission asked the applicant if he would be willing to evaluate the drainage issues. Applicant returned to the podium and agreed that the drainage issues do need to be further evaluated. A motion was made to approve ZA16-092 as presented, subject to Staff Report dated November 11, 2016 and Site Plan Review Summary No.2 dated November 11, 2016 and granting the requested variance for side lot lines, and the applicant's willingness to consider some levels of metigation to impervious cover in terms of sustainable materials.
