PROJECT: Specific Use Permit for Temporary Construction and Sales Facilities
EXECUTIVE
SUMMARY: The City of Southlake is requesting approval of a Specific Use Permit for
Temporary Construction and Sales Facilities for The Marq Champions Club and
the Southlake Tennis Center on property described as Tracts 1C03, 3C, and
portions of Tracts 1C02, 1B, 3C1, and 3C1A, L.G. Hall Survey, Abstract No. 686,
and Lot 2R2, L.G. Hall No. 686 Addition, City of Southlake, Tarrant County, Texas
and located at 285 Shady Lane and 450 W. Southlake Blvd., Southlake,
Texas. Current Zoning: “CS” Community Service District. SPIN Neighborhood #7.
DETAILS: The Marq Champions Club and the Southlake Tennis Center are located in
Bicentennial Park which is generally located on the north side of Southlake Blvd.,
in between Shady Oaks Drive and White Chapel Blvd.
The City of Southlake Community Services Department is requesting approval of a
specific use permit in order to place a total of nine (9) temporary trailer facilities on
Bicentennial Park property to accommodate the current construction projects.
More specifically, six (6) temporary construction facilities to support The Marq
Champions Club building project and one (1) temporary sales facility to serve as a
new membership sales and staff office, as well as one (1) temporary construction
facility to support the Southlake Tennis Center building project and one (1)
temporary sales facility to serve as the tennis center pro shop and office are being
requested. The construction project for The Marq Champions Club is anticipated to
be completed within 24 months and the Southlake Tennis Center construction
project is anticipated to be completed within 18 months. All of the proposed
temporary facilities will have the required skirting and landscape material installed.
The applicant is requesting signage be approved with the specific use permit as
described in the written narrative.
VARIANCE
REQUESTED: 1) Temporary Sales and/or Construction facilities are required to be at least 200
feet from any occupied residence. All seven (7) of the proposed temporary
facilities for The Marq Champions Club construction project are within 200 feet
of the residences located across Shady Oaks Drive. The applicant is
requesting approval of the locations as indicated on the site plan.

HISTORY: - A Zoning Change and Concept Plan was approved by City Council on
February 15, 1994 under Planning Case ZA94-001.
- A Zoning Change and Site Plan was approved by City Council on July
18, 2000 under Planning Case ZA00-064.
- A Revised Site Plan for shade structures built over spectator seating
was approved by City Council on June 5, 2001under Planning Case
ZA01-052.
- A Revised Site Plan for improvements to the maintenance facility and
shade structures for the maintenance facility was approved by City
Council on September 4, 2001 under Planning Case ZA01-090.
- A Zoning Change and Site Plan to add 13.14 acres to the park property
and to construct a clock tower was approved by City Council on March

STAFF COMMENTS: The City Council shall consider the following in determining whether to
grant a Specific Use Permit for a temporary construction and/or sales
facility according to the Comprehensive Zoning Ordinance No. 480, Section
45.18, as amended:
1) The City Council may grant a specific use permit to increase the
maximum parameters set forth for temporary construction facilities by
Section 34 of this ordinance and may grant a specific use permit to
allow temporary sales facilities subject to the following standards:
(a) Temporary facilities must be at least two hundred (200) feet from
any occupied residence.
(b) Temporary facilities must be skirted on the front and sides.
(c) Temporary facilities must provide foundation landscape planting
consisting of one (1) five-gallon shrub per four (4) linear feet around
skirting (excluding entrances).
(d) Each temporary facility shall have at least two (2) paved parking
places (two (2) deep, tandem parking is not permitted).
(e) Temporary facilities may also be subject to other requirements as
deemed necessary in order to promote public health, safety, welfare
and aesthetics.
