Richard Schell, Principal Planner, presented ZA16 -051 and ZA16-052 together and discussed the proposed land use and zoning. The applicant- Art Anderson, 2728 North Harwood st. Dallas, TX, gave a brief discussion of the proposed land use, also spoke about the agreement for expansion time. The applicant- Milton Anderson, Aderson Architect 3300 st. Dallas, TX, gave a brief presentation of the land use and spoke about the entrances and other road access that will lead into the Delta Hotel. He also spoke about the perimeter of the land and that it will have lots of landscape surrounding all areas. The applicant- Brian Adams- SMR Lanscape Architect, 1708 Griffin rd. Dallas, TX. He spoke about the surrounding landscape and explained which plants and trees will be used for that area. He also explained how a bufferyard for the southside of the land area will be used to help with noise. Applicant opened for questions. The Commission asked if they were proposing to irrigate the whole area. Planning & Zoning Commission Meeting Minutes – November 3, 2016 Page 5 of 6 Brian Adams explained that the wild flowers will be the only flowers that will not be irrigated. The Commission asked about what will be in the center of the roundabout. Applicant explained that they plan to build a tall stone mount about 2 to 3 feet in the center of the roundabout. The Commission addressed concerns about the articulation of the hotel. Applicant Milton Anderson returned to podium and discussed the articulation of the building and also spoke about how the types of material being used give the clean modern look of the building. The Commission asked about the view of the Delta Hotel from 114. Applicant continued to explain that the elevation of the land will help display the hotel. The Commission asked the applicant if he could consider some articulation changes to the back of the building. Applicant continued to discuss that the building has lots of articulation and the elevation to the north side of the building will allow shadow lines to display across the building giving it a modern look overall. Applicant- Carl Swab 4245 N. Central Express way Dallas, TX. Gave a brief discussion over the architectural regulation for articulation and explained the reason why they chose that shape was to create a class A modern view. The Commission continued to discuss elevation concerns and how the back view of the hotel will look from 114. Applicant Milton Anderson returned to podium and explained that the birds eye view does not show a clear view of the area, and also explained how the façade is not a flat view, it will have lots of detailed work surrounding the building. Commission asked about the material that will be used on the outside of hotel; and what percentage of that material will be used. Applicant continued to explain that the stucco will be surrounding the outside of the building but also that it will be combined with cast stone to create a rich articulation overview. Applicant- Nicole Nagino Project Engineer, 2435 North Central ExpressWay Dallas, TX. Gave a clarification of the parking space and parking garage. Civil Engineer- Steve Anderson, spoke in details over the parking use of the area and Planning & Zoning Commission Meeting Minutes – November 3, 2016 Page 6 of 6 explained that it will not be an issue with the parking restrictions. A motion was made to approve ZA16-051 as presented, subject to the Staff Report dated November 3, 2016 and Plat Review Summary No.5 dated November 3, 2016 granting the variance to the lighting Ordinance as requested.
