Item 6 - SUP C3 Futures BaseballCase No. ZA16-085 S T A F F R E P O R T November 11, 2016 CASE NO: ZA16-085 PROJECT: Specific Use Permit to allow a Commercial School, including Trade School for C3 Futures Baseball Training Academy EXECUTIVE SUMMARY: Brian Capps of C3 Futures Baseball Training Academy is requesting approval of a Specific Use Permit to allow a Commercial School, including Trade School, on property described as Lot 1, J.N. Gibson No. 591 Addition, City of Southlake, Tarrant County, Texas and located at 1215 Brumlow Avenue, Southlake, Texas, on approximately 1.971 acres. Current Zoning: “I-1” Light Industrial District. SPIN Neighborhood #8. DETAILS: This proposal site is generally located on the east side of Brumlow Avenue south of E. Continental Boulevard and north of Hart Street. A specific use permit is required for this facility to allow a commercial school, including a trade school, in the “I-1” Light Industrial District (not allowed by right in the “I-1” district). The request is subject to the requirements outlined in the Specific Use Permit, Section 45.19 of the Zoning Ordinance: In considering whether to grant a specific use permit for commercial school, including trade school, the City Council shall consider the following: 1) Safe access for the ingress and egres s of students, pedestrian, parking and vehicular traffic, including the identification of student drop -off areas. 2) Adequate illumination will be provided at night to protect the safety of those persons entering and exiting the site. The indoor facility will consist of 6 batting/pitching lanes, office, and a lobby area within a 6,072 square foot existing building. No training will occur outside the building. The property is surrounded by an existing 8-foot wood and masonry steel post fence on the north, east and south property line and an 8 -foot wood and masonry column fence and gate along the west building façade frontage. The applicant has provided additional information in the Narrative for the specific use permit regulations. Gibson No. 591 Addition LAND USE CATEGORY: Mixed Use CURRENT ZONING: “I-1” Light Industrial District. HISTORY: Building constructed in 1985 per the Tarrant Appraisal District February 19, 2013; City Council approved a specific use permit for Richmond Cars to allow sales and service of used automobiles, trucks, or motorhomes (ZA13-002). The specific use permit expired February 19, 2016. The business is no longer in operation at this site. TRANSPORTATION ASSESSMENT: The existing building has direct acces s to the ‘old’ Brumlow Avenue road with access to E. Continental Boulevard to the north and Brumlow Avenue to the south at the intersection of the ‘old’ Brumlow Avenue and the main Brumlow Avenue. The applicant has noted in his operation narrative that t he facility is a baseball training facility set up specifically by appointment only. The operating hours are Monday through Friday 3 pm-9 pm mainly after school as students are in class during the day. Saturday and Sunday hours vary depending on the seasons, but general hours will be 10 am-5 pm on Saturday and 1pm-6pm on Sunday. Traffic during the peak hours is very light as they do not have transition traffic like most facilities based on the break windows from sessions. The applicant has stated that the training sessions will have 15-minute breaks to avoid any backups and that the facility will be under the occupancy load maximums. SOUTHLAKE 2030: Consolidated Land Use Plan The Southlake 2030 Future Land Use Plan designates this property as Mixed Use. This designation is defined as medium to higher intensity office buildings, hotels, commercial activities, retail centers, and residential uses. Nuisance-free, wholly enclosed light manufacturing and assembly uses that have no outdoor storage a re permitted if designed to be compatible with adjacent uses. Other suitable activities are those permitted in the Public Parks/Open Space, Public/Semi-Public, Low Density Residential, Medium Density Residential, Retail Commercial, and Office Commercial . The development as proposed appears to be consistent with the intent of the land use designation at this location. PLANNING AND ZONING COMMISSION: October 20, 2016; Approved (4-0) the motion to table the item to the November 17, 2016 Planning and Zoning Commission meeting at the Case No. Attachment A ZA16-085 Page 2 request of the applicant.
