Subject: Resolution No. 16-047, Amending Fee Schedule
Action
Requested: City Council approval of Resolution No. 16-047, amending
the City Fee Schedule.
Background
Information: Annually, the City reviews the Fee Schedule. This review
allows for comments on the clarity of the schedule and to
ensure the fees are appropriate in covering the
administrative and maintenance costs associated with
providing the services.
o Administrative Services
o Mailing Labels of water customers-remove
the fee ($45) from the schedule. The city
no longer offers this service.
o Building Inspection Services
o Construction of Sales Office Temporary-
increase the fee from $80 to $100.
Temporary construction sales offices have
additional conditions (landscaping, signage,
etc.) resulting in multiple inspection visits.
The recommended increase would assist
with offsetting the additional inspection time
and travel costs.
o Sign Permit-Existing Commercial Building
for sale/lease (new fee)- the recommended
fee of $100 as outlined in Ordinance 704-1.
Ordinance 704-1 was approved in October
2016 which included the new fee.
o Community Development Services
o There are not any recommended changes.
o Fire Services
o There are not any recommended changes.

o Materials-Extended Use-
• Remove CD-ROM, Books on
Cassette and Videocassette/DVD
fees the library no longer offers this
type of material.
o Add Audio Books (CD & MP3) fee
$0.25 per day.
o Reduce CD and DVD fee from $1 .00
to $0.25 per day to be consistent
with other material extended use
fees.
o Lost Library Card-remove fee ($2.50) from
schedule. The library has very few lost
cards and currently offers replacement
cards free of charge to patrons who have
an active Library account.

o Food & Beverage-
• Remove Outside Caterer fee $250.
The fee has been an issue with
many guests choosing not to use a
preferred caterer. Outside caters will
still be required to pay 15% of final
bill to the city.
o Catering Kitchen/Dishware rental fee
$250 (new fee)- a rental fee for any
groups requesting use of the
catering kitchen and venue dishware
not associated with a catering
agreement. The fee would cover the
cost of wear and tear and
replacement of dishware.
o Food Truck Catering fee $150 (new
fee)- a fee for guests choosing to
bring a food truck onsite to cater
their event. Currently, catering fees
do not apply to food trucks.
o Aria Amphitheater-
o Reduce Hourly rate- To date, Aria
was reserved once and that was for
the wedding giveaway winner.
There is interest in renting Aria
Amphitheater for private events,
fundraisers, performance, etc.
however staff has received feedback
the price is too high for the groups.
Staff recommends decreasing the

current fees for Aria to try to attract
rentals for the space. The proposed
rental rates are the same as renting
one of the Traditions Ballrooms (see
page 16 in the attached redlined fee
schedule for specific changes).
o Inclement Weather Alternative (new
fees)- proposing a new fee for
guests interested in renting Aria
Amphitheater but who would also
like an alternative space should
there be inclement weather. The
new fee will allow guest to also
reserve the Traditions Ballroom for
their event should inclement weather
occur and event be moved indoors.
Proposed rental rates are the same
as renting all of Traditions Ballroom
(see page 16 in the attached
redlined fee schedule for specific
changes).
o Legends Hall-
o Remove Conference Room from fee
schedule-There is minimum interest
in renting the room. The room is
utilized most by staff to hold
meetings with guests and staff
meetings.
o Senior Lounge & Parlor- increase the
fee. The Senior Lounge has become
a very popular rental space. Staff
recommends a price increase due to
demand and amenities offered (see
page 18 in the attached redlined fee
schedule for specific changes).
o Legends Hall & Amphitheater additional
fees
o Cleaning (new fee)- Currently, rental
contracts require guest to clean up
after events. Several guests have
requested to pay a fee in lieu of
cleaning up. Staff is proposing a
cleaning fee of$250.
o Remove flat New Year's Eve rate
($4,000)-New Year's Eve rentals will
be charged the $300 additional
Holiday Rate as all other holiday
rentals.

o School Ballroom Weekday Rate
(new fee)- There is interest from
local schools to rent Traditions
Ballroom for school banquets, award
ceremonies, etc. however feedback
is the price is too expensive. Staff
recommends a rate of $1 ,800 for
schools and a reduced rate of
$1 ,500 for Southlake schools so
school organizations could rent the
ballroom during the week for formal
functions. The reduced rate for
Southlake schools is in line with the
20% discount available for Southlake
residents, businesses and non-
profits.
o Remove Postponement/
Rescheduling fee (15% of
reservation & deposit forfeited)- This
has been an issue with corporate
guest who need flexibility in
changing meeting dates. Staff
recommends removing the
rescheduling fee so that there is not
a penalty to guests who need to
move their meeting date.
Cancellation fees will apply if events
are not rescheduled within the terms
of the rental agreement.
o Registration/On-Site sales fee (new
fee)- Staff is proposing a fee of 15%
of revenues collected for registration
activities and on-site sales. This fee
would not apply to non-profit
fundraising activities.
o Parks & Recreation Services
o Reservations Southlake Activity Center
(formerly known as Senior Center)-
o Reservation Fee resident- due to the
amenities offered at the facility staff is
proposing to increase rental rate from $50
to $60 per hour.
o Reservation Fee non-resident (new fee)-
previously non-residents were not allowed
to rent the space since the primary function
was for the seniors. Staff is recommending
a non-resident rental rate of$72 per hour.

o Reservations Fields & Courts and Park
Pavilions-
o Staff standardized the terminology for ball
fields, multi-purpose fields and sport courts.
o Amended the fees to the standard 20%+
non-resident fee to all resident fees.
o Simplified the fee structure and
removed weekday vs. weekend field
preparation fees (see pages 19-21 in
the attached redlined fee schedule
for specific changes).
o Community Events (new section and new
fees)-
• Community Races- Due to the popularity of
5k walks and runs in the community and the
amount of staff resources required, staff is
recommending a $300 flat fee to administer
the process.
o Event Monitor- $30 hourly fee to have staff
attend and monitor a community event not
hosted or sponsored by the City.
o Event Monitor (75+)- $40 hourly fee to have
staff attend and monitor a community event
with 75 or more people not hosted or
sponsored by the City.
o Vendor permit- $50 permit fee for vendors
attending a community race, athletic
activity, etc.
o Food vendor permit- $100 permit for food
vendors attending a community event with
less than 5,000 attendees.
o Food vendor permit (5,000+)- $150 permit
for food vendors attending a community
event with greater than 5,000 attendees
o Police Services
o There are not any recommended changes.
o Public Works Services
o Backflow Prevention Device registration
(new fee)- the fee is recommended to offset
the cost of inspections and backflow
prevention device testing.

o Water and Wastewater Utilities Services
o Remove recycling bin and lid fee- the city
no longer provides the items. Customers
receive recycling bins directly from the
provider.

Considerations: The recommended fees allow the city to recoup a portion of
the operational cost for providing the services.

RESOLUTIONS NO. 99-57; PROVIDING THAT THIS RESOLUTION SHALL
BE CUMULATIVE OF ALL PROVISIONS OF RESOLUTION NO. 97-59;94-46,
NO. 94-61, NO. 95-05, NO. 95-34, NO. 95-50, NO. 96-57, NO. 97-50, NO. 97-
59, NO. 99-07; NO. 01-149; NO. 06-016; NO. 08-013, NO. 09-058, NO. 10-052;

026 AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City of Southlake heretofore adopted Ordinance No.
592 providing for the adoption of fees and revisions thereto from time to time by resolution; and
WHEREAS, the City Council with Resolution No. 16-047, set a schedule of fees for
certain services; and,
WHEREAS, the City Council has reviewed the Fee Schedule and has determined that
certain fees should be amended in the fee schedule.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, THAT:
Section 1. That Schedule of Fees be amended per the attached City of Southlake
Fee Schedule.
Section 2. That this resolution shall be cumulative of all provisions of Resolution No.
16-026 of the City of Southlake, Texas, except where the provisions of this resolution are in
direct conflict with provisions of such resolution, in which event the conflicting provisions of
such resolution are hereby repealed.
Section 3. That the fees established herein shall be effective upon passage of this
Resolution and shall take precedence over any fees previously adopted which are in conflict
herewith.

Building Permit
(1) New Residential: For one and two family dwellings; new, additions or conditioned areas within accessory
buildings, a new residential permit including Building Permit, Electrical Permit, Plumbing Permit, Mechanical
Permit, Drainage Inspection Fee and Plan Review Fees, the permit fee shall be $50.00 plus $0.80/sf of living
area not including garages, carports, porches and similar spaces. The new residential permit does not include
impact fees, as assessed by ordinance.
(2) Residential Remodel & Accessory Building: For other accessory buildings or remodeling space inside
previously permitted space inside a dwelling unit, the permit fee shall be $50.00 plus $0.25/sf. For purposes
of this schedule, manufactured homes shall be figured at the accessory building rate. Where there is no
specific area associated with the remodel, the fee shall be $100.00
(3) Commercial: For each commercial or non-residential building the commercial permit fee shall be based on
the valuation as specified in the table below. The permit includes Building Permit, Electrical Permit, Plumbing
Permit, Mechanical Permit, Drainage Inspection Fee and Plan Review Fees. The permit does not include Impact
Fees, as assessed by ordinance. Minimum fee shall be $100.00.
