INVOCATION: CLAYTON REED Pastor Clayton Reed gave the invocation. 3. PLEDGE OF ALLEGIANCE: GIRL SCOUT TROOP 1412 Mayor Hill and Girl Scout Troop 1412 led the pledge of allegiance to the United States and Texas flags. 4. HONORS AND RECOGNITIONS 4A. PROCLAMATION FOR VETERANS' DAY REGULAR CITY COUNCIL MEETING MINUTES, NOVEMBER 1, 2016 Page 1 of 13 Mayor Hill presented the proclamation to recognize and thank citizens, volunteers, and employees who are veterans. Director of Public Works Rob Cohen was present to receive the proclamation on behalf of city employees who are veterans. Two additional employees who are veterans also attended the meeting as well: GIS Analyst Patrick Whitham and Financial Systems Support Analyst Humberto Arriaga. 4B. YOUTH DONATION TO LAW ENFORCEMENT CHARITY Mayor Hill recognized a group of local youth from the Shady Oaks subdivision who raised $2,300 on behalf of the Dallas Fallen Officers Foundation. Southlake resident, Vikram Jangam, and youth members: Raghavi Danduboyina, Samraat R. Jangam, Ria Singh, Ishaan Bandla, Vihan Yerubandi, Nithin Thumma, Arya Tanneru, Neha Boyapati, Bhavna Reddy, Aarush R. Sathu, Advay Kasarla, and Anushka Vedire presented the check to Police Chief James Brandon on behalf of the Dallas Fallen Officers Foundation. 5. The applicant requests a variance to allow colors on the proposed addition and shade canopies within the proposed exercise yard as presented tonight. There being no one wishing to speak, Mayor Hill closed the public hearing. A motion was made to approve Ordinance No. 480-643C, (ZA16-058), 2nd Reading, Zoning Change and Site Plan for Park Village Landscape Plan noting the following: • Subject to Staff Report dated October 25, 2016 and Revised Site Plan Review Summary No. 2, dated September 20, 2016 and noting: 1) Allowing 33 dwarf hollies or similar plant material which is subject to administrative approval by staff to replace 33 canopy trees on the landscape plan consistent with the exhibits provided in the presentation this evening and provided by the applicant. 2) No existing street trees will be removed until such time the applicant is prepared to immediately replace the street trees with the trees to be installed in the planters. 3) The raised tree planter boxes will match adjacent stone or masonry facade materials and will be block with cladding and cap. 4) The material for the planter boxes next to the buildings will match the material of that adjacent building. 5) Allowing the replacement of the accent trees per the exhibits presented this evening. 6) Finally noting that unless stated in this motion, all other conditions and regulations of the SP-1 zoning for Park Village will remain if effect.
