Item 4K on your agenda tonight is for the approval of the 2017 Interlocal agreement for the Metroport Teen Court program among the cities of Colleyville,
Grapevine, Keller, and Southlake.

Metroport Teen Court
Metroport Teen Court is a volunteer program which allows juvenile misdemeanor offenders an alternative to the criminal justice system while allowing them to assume responsibility for
their own actions by involvement in the judicial process and completion of community service hours.
Completion of their obligations will allow their offenses to not be recorded as a
conviction on their record.

Participating Cities pay $36,750
Metroport Teen Court
FY 2017 Interlocal Agreement
The Interlocal Agreement is an annual agreement among the cities of Southlake, Grapevine, Colleyville and Keller to provide funding for Metroport Teen Court.
Each participating City
shall pay $36,750 to the City of Southlake to fund the Teen Court program, for a total budget of $147,000.
These funds shall pay for (2) full time staff plus 10% of Municipal Court
Supervisory Staff (as a result of the July 1st reorganization) as well as additional supplies and
security needed for extended operations.

The Colleyville City Council approved and signed the FY 2017 Interlocal on August 16, 2016.
The Keller City Council approved and signed the FY 2017 Interlocal on September 6, 2016.
The Grapevine City Council approved and signed the FY 2017 Interlocal on October 4, 2016.

This table shows the past 3 years of case numbers and forecasts for the number of defendants referred in the participating cities. The total the FY 2016 was 762; however the FY 2017
expects to increase to 855 cases.
