Item 4I The purpose of this presentation is to seek approval for the purchase of the Tyler Energov permitting and land management system approved by Council in the FY 2017 budget for $285,513 1 City of Southlake Strategy Map Critical Business Outcomes CBO1 - Continue to implement Southlake 2030 Plan by focusing on short-term initiatives. With internal GIS integration, content management, and workflow partnered with web portal and mobility interfaces will provide improved efficiencies in Citizen, contractor, and staff interactions and processes. Energov can leverage social media channels like Facebook and Twitter with automated communications fostering transparency while delivering status updates on projects, etc. 3 Limitations of Current Land Management Software Current Software: Accela Areas of deficiency with current software: Cost prohibitive to self-host software; Issues with public / web interface; Not user-friendly; Lack of connectivity with GIS / Munis Poor support and development services Our current permitting and land management software, Accela, has many limitations including: Currently cost prohibitive to self-host the application. This creates maintenance issues when problems arise from software issues or uncontrolled product upgrades. Staff has limited capabilities for corrective action and with poor support it may take weeks to fix small issues. This may potentially also cause delay in the time it takes for the site to update or refresh with permit information; Issues with the public / web interface – The current software is not very user-friendly (the current system is difficult to navigate); Current software is restricted to certain browsers and really only works with Microsoft Internet Explorer 11 Issues with GIS – does not easily tie addresses back into the parcel layer; And there is no integration with our Munis financial system We will overcome these limitations with Tyler Energov and improve both internal and external customer service! 4 Cost Breakdown One Time Fees: $252,595 $128,465 – Software licensing $82,875 – Implementation costs $25,280 – Data conversion services $11,775 – Forms customizations $4,200 – Bluebeam PDF markup software Recurring Fees: $32,918 $32,118 – Energov annual maintenance $800 – Bluebeam annual maintenance Total Year 1: $285,513 The total cost for the first year’s implementation of Energov includes one-time licensing and implementation fees of $252,595 with annual recurring maintenance and support fees of $32,918. Starting next year we will see approximately $30,000 in annual cost savings by replacing the hosted Accela application. This request is within the FY2017 approved budget. 5 Thank you.
