4. ADMINISTRATIVE COMMENTS
Dennis Killough, Deputy Director, announced a Meet the Mayor event hosted by
EECU Credit Union, located at 1460 W Southlake Blvd on October 13, 2016 from
5 to 6:30 PM.
Chairman Forman announced that the agenda items would be taken out of order and
would be starting with Item No. 7.

The applicant, Donna Wilson — promoter / DD Rockin Rods and the owner of Old World
Salon, Bart Pacifico, came forward to answer questions. The event, challenges of
current road construction, event signage and Hobby Lobby's support was discussed. It
was recommended the applicant provide documentation of Hobby Lobby's support.

Richard Schell, Principle Planner, presented ZA16-051 and ZA16-052 together and
discussed the requested variances. Land use, zoning, the existing hospital and
residential adjacency were discussed.
The applicants, Carl Schwab (RREAF Holdings), Milton Anderson (Merriman Architects)
and Art Anderson (Winstead Law Firm) took turns making presentation and providing
the Commission with specific details regarding the proposed development and S-P-1
zoning request.
Discussion was held regarding the Traffic Impact Analysis, the feasibility report, the
architecture, the remaining acreage, the residential adjacency, the project as a whole
and the timing of the contract.
Chairman Forman opened the public hearing.
Sarah Biegel, 1211 Bay Meadows Drive, Southlake, Tx — spoke in
opposition. She was concerned about drainage and asked if a study had
been done. She showed the Commission some photos of her property and
discussed drainage issues and Dove Creek. She asked that drainage be
re-visited for folks living along Lake Carillon. Her husband, Simon Biegel,
also talked about how much the pond has changed.

The applicant, Sandy Stephens (Cole Engineering), talked about the comprehensive
drainage study that was done. He stated the ponds were designed to handle the flow
and anticipated increases from development. It was suggested that they talk with the
residents and get a more "real world" perspective. Mr. Stephens agreed to re-visit the
plan.
Chairman Forman closed the public hearing and opened the floor for discussion.
The Commission had questions about the work that had been done regarding drainage.
The applicant, Sandy Stephens (Cole Engineering), returned to the podium and restated
the capacity study was done and the residents were quite a distance down stream and
located along the flood plain. Four or five engineering firms had studies done around
this location. He stated he was willing to work with staff but not sure where the line
should be drawn.
Chairman Forman stated the point was well taken and talked about the study in relation
to how it was actually functioning and that the analysis was done specific to the area
proposed for development.
Steve Anderson, Deputy City Engineer, talked to the drainage concerns and the
Thanksgiving rain that reached 100-year flood levels. He stated staff can look at the
down stream areas through Triple-C to ensure there aren't any unknown conditions and
that Carillon pond is functioning as intended.
The Commission continued their discussion and asked about parking, restaurant
seating capacity, and the plan for the entire 16 acres. Questions were also raised
regarding residential adjacency, building materials, articulation, the dumpster area and
sidewalks.
Chairman Forman called for a break at 8:42 p.m.
Chairman Forman called the meeting back to order at 8:52 p.m.
The applicant talked about how they might proceed; possibly amending the application
and getting back on the agenda in November. They were concerned about months of
delay due to their contract. They asked for direction regarding a possible request for S-
P-2 zoning. The Commission provided some feedback stating the S-P-2 zoning and the
property as a whole would be preferred. They liked the hotel but were concerned about
the variances. They want to see pathways and understand parking to include alternate
ways of dealing with the parking. Photos of the hotel from other locations that may be
similar to the proposal in Southlake would be helpful.
Dennis Killough, Deputy Director, brought up the plat and asked the applicant for
clarification regarding timing.
Art Anderson stated they would waive the plat 30-day rule and requested to table their
item.

Planning & Zoning Commission meeting.
