PROJECT: Specific Use Permit to allow a Commercial School, including Trade School
for C3 Futures Baseball Training Academy
EXECUTIVE
SUMMARY: Brian Capps of C3 Futures Baseball Training Academy is requesting approval of a
Specific Use Permit to allow a Commercial School, including Trade School on
property described as Lot 1, J.N. Gibson No. 591 Addition, City of Southlake,
Tarrant County,Texas and located at 1215 Brumlow Avenue, Southlake,Texas,on
approximately 1.971 acres. Current Zoning: "I-1" Light Industrial District. SPIN
Neighborhood #8.
DETAILS: This proposal is generally located on the east side of Brumlow Avenue south of E.
Continental Boulevard and north of Hart Street. The indoor facility will consist of 5
batting lanes and 1 pitching lane within a 6,072 square foot existing building. No
outdoor activities will take place with this facility. The applicant has noted in the
Narrative that this requirement will be met for the facility. The applicant has
provided additional information for the specific use permit regulations regarding the
programming and hours:
• Hours of Operation:
Monday— Friday: 3:00 pm - 9:00 pm
Saturday: 9:00 am - 4:00 pm
Sunday: 1:00 pm - 5:00 pm
• Maximum Students: 16 students(team players-10 players and 2-6
individual training spaces)
• Required parking: 6 spaces (1 space per 3 students)
• Provided parking: 18 spaces

LEGAL DESCRIPTION: Lot 1, J.N. Gibson No. 591 Addition
LAND USE CATEGORY: Mixed Use
CURRENT ZONING: "I-1" Light Industrial District.
HISTORY: February 19, 2013; City Council approved a specific use permit for
Richmond Cars to allow sales and service of used automobiles, trucks, or
motorhomes (ZA13-002). The specific use permit expired February 19,
2016. The business is no longer in operation at this site.
TRANSPORTATION
ASSESSMENT: This request does not affect traffic on or around the property.
SOUTHLAKE 2030: Consolidated Land Use Plan
The Southlake 2030 Future Land Use Plan designates this property as
Mixed Use.This designation is defined as medium to higher intensityoffice
buildings, hotels, commercial activities, retail centers, and residential uses.
Nuisance-free,wholly enclosed light manufacturing and assembly uses that
have no outdoor storage are permitted if designed to be compatible with
adjacent uses. Other suitable activities are those permitted in the Public
Parks/Open Space, Public/Semi-Public, Low Density Residential, Medium
Density Residential, Retail Commercial, and Office Commercial. The
development as proposed appears to be consistent with the intent of the
land use designation at this location.
STAFF COMMENTS: A SPIN meeting has been scheduled for the October 25, 2016 meeting.
The Specific Use Permit Review Summary No.2 is located in Attachment C
of this Staff Report.
Note: A specific use permit shall automatically expire if a building permit is
not issued and construction begun within six (6) months of the
granting of the specific use permit or if the use shall cease for a
period of six (6) months.
Section 45 Specific Use Permit
Section 45.19
In considering whether to grant a specific use permit for commercial school,
including trade school, the City Council shall consider the following:
1) Safe access for the ingress and egress of students, pedestrian, parking
and vehicular traffic, including the identification of student drop-off areas.

2) Adequate illumination will be provided at night to protect the safety of
those persons entering and exiting the site.

GENERAL COMMENTS:
Due to the change in occupancy classification and the square footage of the building being in
excess of 6,000 square feet, an automatic fire sprinkler system will be required. (Per 2015
I.F.C. Sec. 903.2.11.9 as amended) Submit plans to Reed Fire Protection, 14135 Midway
Road, Suite G260, Addison, Texas 75001. Phone 214-638-7599.
If the riser is further than 100 feet from the main, the double check valve shall be in a pit. Riser
rooms shall be a minimum of 5'X5' if the double check is not located on the riser, or a minimum
of 6'X6' if it is on the riser.
FIRE HYDRANT COMMENTS:
The Fire Department Connection for the sprinkler system must be within 100 feet of a fire
hydrant, and within 50 of Fire Department access; fire lanes or a public street. A remote FDC is

acceptable to meet the requirement. (FDC location not indicated on plans) Add FDC location,
wall mount or remote connection, and add a fire hydrant as necessary to meet the
requirement.)

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT
TO ALLOW A COMMERCIAL SCHOOL, INCLUDING TRADE
SCHOOL FOR A BASEBALL TRAINING ACADEMY ON
PROPERTY WITHIN THE CITY OF SOUTHLAKE, TEXAS,
LOCATED AT 1215 BRUMLOW AVENUE, BEING
DESCRIBED AS LOT 1, J.N. GIBSON NO. 591 ADDITION AS
DEPICTED ON THE APPROVED SITE EXHIBIT ATTACHED
HERETO AND INCORPORATED HEREIN AS EXHIBIT "A"
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit for a baseball training academy on commercial
property has been requested by a person or corporation having a proprietary interest in the
property zoned as 1-1" Light Industrial District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (50) and 45.20 of
the City's Comprehensive Zoning Ordinance, the Planning and Zoning Commission and
the City Council have given the requisite notices by publication and otherwise, and have
afforded the persons interested and situated in the affected area and in the vicinity thereof;
and,
WHEREAS, the City Council does hereby find and determine that the granting of
such Specific Use Permit is in the best interest of the public health, safety, morals and
general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a baseball raining academy on commercial
property at 1215 Brumlow Avenue being described as Lot 1 , J.N. Gibson No. 591 Addition

as depicted on the approved Site Exhibit attached hereto and incorporated herein as
Exhibit "A" and providing an effective date, subject to the provisions contained in the
comprehensive zoning ordinance and the restrictions set forth herein.
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
