TD Ameritrade is requesting approval of an extension of date of Case ZA16-037, Resoltion No. 16-022, Specific Use Permit for Temporary Construction Trailers and Approval of a Tree Conservation
Plan and Tree Removal Permit for their DFW Campus at Southlake located at 1051 and 1801 W. Kirkwood Boulevard.

Temporary Construction Access Exhibit
Bridge to be adjusted
A Specific Use Permit was approved on June 7, 2016 that allowed additional construction trailers exceeding the minimum single 2,000 square foot trailer permitted as an accessory use
under the Zoning Ordinance. A condition of the SUP approval was that the applicant would need to return directly to City Council for an extension if the access drive connecting to W.
Kirkwood Boulevard at T.W. King was not completed by December 31, 2016, otherwise the SUP would expire. Due to delays in obtaining a permit from the Corp of Engineers to construct the
bridge across the floodplain, flowage easement and drainage channel, the applicant will need to request the extension. As a part of the extension request, the applicant is proposing
an alternate temporary construction access that can be completed earlier than the permanent access in order to help divert the majority of construction traffic further away from the
Kirkwood Hollow neighborhood. To accomplish this, some additional trees will need to be removed that were not shown on the original Tree Conservation Plan. Additionally, to meet the
requirements for a permit from the Corp of Engineers, the bridge location may needs to be adjusted slightly which will also require removal of additional trees. This exhibit shows the
proposed temporary construction access driveway and the location of the bridge area to be adjusted.
The applicant proposes having the temporary construction access driveway open and
completed by January 31, 2017 and is requesting to allow the temporary construction trailers either for a period of 90 days past final certificate of occupancy received but not to exceed
two years from original approval date of June 7, 2016.

Original Tree Conservation Plan

This is the original tree conservation plan submitted with the approved Site Plan. The applicant requested that Tree Preservation Ordinance No. 585 –D be the controlling document for
this site plan. The species of trees in this area consist primarily of post and blackjack oaks, american elm and red cedar. The existing tree cover is approximately 65% of the site
and requires that a minimum of 40 % of the existing tree cover is required to be preserved.
Under the originally submitted Tree Conservation Plan the applicant planned to preserve
a minimum 76% is proposed to be saved.

This is the proposed Tree Conservation Plan which changes the originally planned 76% preservation to approximately 72% preservation of existing tree cover. Once again, a minimum of
40% is required to be preserved.

Detail of Revised Area
The revised Tree
Conservation Plan shows an additional 3.73% of existing tree cover to be removed
for the Temporary Access Road, the bridge realignment and revised slope grading
around
the bridge and other portions of the permanent access road. Approximately
72.27% of the existing tree cover is proposed to be preserved which meets the

PZ Action
At its September 22, 2016 meeting, the Planning and Zoning Commission voted 5-0 to recommend approval of the revised Tree Conservation Plan and the Tree Removal Permit.

Approved Landscape Plan
Additional screening added
This is the landscape. The plan 151,964 sf of interior landscape areas. 70,312 sq ft is required. Also the plan show supplemental tree plantings along Kirkwood in front of the garage.
The canopy trees will be post oaks, cedar lm and eastern red cedar with 4” caliper and the ornamentals will be wax myrtle and Texas Red bud – 65 gallons
