Close the current construction entrance by December 31, 2016. If the applicant is unable to construct T.W. Serpentine Road excavation and rough grading is complete. Started underground utilities for the Entrance road started on 9/20/16. Scheduled to complete the Temporary Bypass Road and Entrance road paving on 01/31/17. Other Factors Weather Storm water discharge quality structures delivery date. 8 APPENDIX 9 Traffic Control Update Kirkwood Blvd. barricades and signage installed in accordance with City Council Resolution. Full time flagman provided at entrance to Kirkwood Blvd. barricades. Jersey barriers provided at job site entrance to eliminate possibility of right hand turns from the job site. “No Construction Traffic Allowed” signage added at SH114 & Dove Road, and at Dove Road & Kirkwood Blvd. Traffic flow requirements from SH114 & Kirkwood Blvd. are written into all Subcontracts. Traffic flow requirements from SH114 & Kirkwood Blvd. are addressed in all preconstruction meetings with Subcontractor Leadership. Traffic flow requirements from SH114 & Kirkwood Blvd. are addressed in all weekly Subcontractor Coordination Meetings with all on site Supervisors. Traffic flow requirements from SH114 & Kirkwood Blvd. are addressed in all weekly Job Wide Safety Meetings with all on site personnel. GPS coordinates provided to Subcontractors and Dispatch to guide traffic to SH114 & Kirkwood Blvd. Post incident meetings are held with Subcontractors, Truck Drivers, and Dispatch after every incident. Over a 99% success rate. 10 Resolution No. 16-022, (ZA16-037) Approved on June 7, 2016 The approval of this Specific Use Permit will expire December 31, 2016; The construction entrance will be a right-in / left-out only entrance; Access to site will be from the west bound lanes of Kirkwood Blvd.; Secondary screening fence will be located at the top of the hill at a height that would adequately screen the trailers from Kirkwood Boulevard; Screening fence will be constructed of wood. All traffic control devices represented by the applicant will be installed and utilized for the duration of the SUP; Council is approving the relocation of the shrubs that are required and depicted on tonight's presentation from surrounding the construction trailers and placing those instead at the construction entry area along the screening fence; Relocate the concrete washout stations and noting that none of those concrete washout stations will be located north of the northern most construction trailer; Move the casting beds to the north side of the parking garage; 11 Resolution No. 16-022, (ZA16-037) Approved on June 7, 2016, (Continued) Referencing the traffic pattern exhibits demonstrated tonight as part of the presentation; The applicant will have a designated communication liaison to work directly with the Kirkwood Hollow Homeowner's Association (HOA) representative and will be available to address concerns as necessary and will provide an update to the HOA representative no less than every two weeks; Construction work hours will be no earlier than 7:00 a.m. to no later than 7:00 p.m. for heavy equipment movement in and out of the site and requiring the applicant to be held to the Southlake noise ordinance with construction traffic to 7:00 a.m.-7:00 p.m. for traffic in and out of the site. The applicant to immediately work towards obtaining Corps of Engineer approval necessary to complete the T.W King project and is committed to closing the current construction entrance by December 31, 2016 and noting that if the applicant is unable to construct T.W.
