PROJECT: Specific Use Permit for Southlake Marketplace Car Show
EXECUTIVE
SUMMARY: Bart Pacifico of Old World Salon is requesting approval of a Specific Use Permit
for a mass gathering event to allow an automobile show on property described
as Lot 5, Block 1, Southlake Crossing Phase II, an addition to the City of
Southlake, Tarrant County, Texas, located at 2115 and 2125 W Southlake Blvd,
Southlake, Texas. SPIN Neighborhood #10.
DETAILS: The request is for approval of a Specific Use Permit to allow a car show as a
mass gathering event at Southlake Marketplace shopping center generally
located at the southeast corner of E. Southlake Boulevard (FM 1709) and
Davis Boulevard (FM 1938). The specific event area will be located in the
parking lot between Hobby Lobby and the former Walmart Neighborhood
Market. The following is an overview of the applicant's request:
Event scheduled for Saturday, November 12, 2016.
9:00 am setup; 11:00 am show opens; 2:00 pm show closes; 3:00 pm
breakdown.
Request is only for the date above and not for annual or future events.
Free to public, entry fee for participants goes to Christmas for Kids.
Event promoter is DDRockinRods.
On-site security and traffic control.
Applicant is anticipating approximately 75-85 vehicles in the show. Number
of entries capped at 85.
The show will occupy approximately 70 existing parking spaces, leaving
approximately 600 spaces on the eastern side of Southlake Marketplace
and in front of the former Wal-Mart for public parking.
One (1) banner 100 square feet and four (4) temporary signs approximately
18 x 24 inches.

LEGAL DESCRIPTION: Lot 5, Block 1 Southlake Crossing Phase II
LAND USE CATEGORY: Retail Commercial
CURRENT ZONING: "C-3" General Commercial District
HISTORY: - December 1984 — City Council approved a zoning change for 27
acres to be known as Southlake Crossing (Market Place) from
Agricultural to Heavy Commercial. (ZA84-058)
- September 1989 — City Council adopted a new zoning ordinance
(No. 480) and new zoning map and reclassified the zoning for
Southlake Crossing to C-3 — General Commercial District.
- September 1993 — City Council approved a revised concept plan for
Southlake Crossing. (ZA93-066)
- July 1995 — The Planning & Zoning Commission approved a final
plat for Lot 5, Block 1, Southlake Crossing Phase II. (ZA95-065)
- January 2000 — City Council approved a site plan for Lots 5 and 6,
Block 1. (ZA99-092)
This is the first car show held at Southlake Marketplace. A similar event
was approved on June 21, 2016 for Kimball Oaks shopping center
(ZA16-041) and was held on September 24, 2016.
STAFF COMMENTS: The Planning & Zoning Commission and City Council shall consider the
following in determining whether to grant a Specific Use Permit for a
mass gathering event according to the Comprehensive Zoning
Ordinance No. 480, Section 45.14c, as amended:
1. Whether there is convenient and safe access for the ingress and
egress of pedestrians and vehicular traffic;
2. Whether sufficient traffic control personnel is proposed to insure
safety to all members of the traveling public, including pedestrians,
along all public roadways in the proximity of the mass gathering
and/or along which the public is likely to travel to reach the mass
gathering areas shall be provided;
3. Whether the mass gathering area is well drained and so arranged to
provide sufficient space for persons assembled, vehicles, sanitary
facilities, and appurtenant equipment;

4. Whether sufficient illumination will be provided at night to protect the
safety of the persons assembled;
5. Whether adequate parking areas, including disabled persons'
parking spaces, shall be provided for persons arriving by vehicular
means. If the promoter proposes to utilize temporary off-site parking,
then the promoter the mass gathering event the off-site temporary
parking area will not be utilized for purposes other than the mass
gathering event; and
6. Whether adequate provisions have been made for food supply,
medical assistance, garbage disposal, water supply, parking,
sanitation and toilet facilities, vermin control, and safety.
The City Council may establish specific conditions depending upon the
nature of the proposed event and traffic, health and safety issues
according to Ordinance 480, Section 45.14.a, as amended.
Due to the limited scope of the event no staff review summary has been
provided for this proposal.

RESOLUTION NO. 16-048
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT
TO ALLOW A MASS GATHERING EVENT FOR A CAR SHOW
LOCATED ON PROPERTY DESCRIBED AS LOT 5, BLOCK 1
SOUTHLAKE CROSSING PHASE II, AN ADDITION TO THE
CITY OF SOUTHLAKE, TARRANT COUNTY, TEXAS; AND
LOCATED AT 2115 THROUGH 2125 W SOUTHLAKE
BOULEVARD, SOUTHLAKE, TEXAS, MORE FULLY AND
COMPLETELY DESCRIBED IN EXHIBIT "A", AND AS
DEPICTED ON THE APPROVED SITE PLAN ATTACHED
HERETO AND INCORPORATED HEREIN AS EXHIBIT "B" AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit to allow a mass gathering event has been
requested by a person or corporation having a proprietary interest in the property zoned as
"C-3" General Commercial District; and,
WHEREAS, in accordance with the requirements of Section 45.22 of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City
Council have given the requisite notices by publication and otherwise, and have afforded the
persons interested and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such
Specific Use Permit is in the best interest of the public health, safety, morals and general
welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted to allow a mass gathering event, on property within
the City Of Southlake, Texas, located at 2115 through 2125 E Southlake Boulevard, location
being described as Lot 5, block 1, Southlake Crossing Phase 11, an addition to the City of
Southlake, Tarrant County, Texas, more fully and completely described in Exhibit "A", and as

depicted on the approved Site Plan attached hereto and incorporated herein as Exhibit "B"
and providing an effective date, subject to the provisions contained in the comprehensive
zoning ordinance and the restrictions set forth herein. The following specific requirements
and conditions shall be applicable to the granting of this Specific Use Permit:
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
