We are providing with this letter 12 full sized folded copies, one 11 x 17 copy, and one CD with electronic copy of the revised plans. Explanation of Request: Applicant requests approval for two electric vehicle charging stations (servicing a total of four existing parking spaces) for private use by its employees. The stations will have a security system of codes or card swipes that will limit use of the stations to authorized users. The justification for the request is to facilitate use of electric vehicles in order to reduce vehicle emissions. Access to the property is limited to employees and guests of the Applicant as indicated by the signs at the entrance to the property that it is private property, no trespassing. There are 710 parking spaces, and 4 of those are proposed to be used as electric vehicle charging spaces,therefore,less than 1%of the total spaces will be used as charging spaces. Proposed Regulations: Two electric vehicle charging stations are permitted in the locations shown on the attached site plans. The size and design of the equipment and signage are permitted as shown in the attached sheet 15 C511. There will not be any lighting for the stations, and there will not be any directional signage for the stations. The following is the project engineer's analysis with respect to accessibility around the proposed charging station locations within the existing sidewalk. "The sidewalk width extends 5' (or 60") from the back of curb. The center of the charging stations extends 1' (or 12") from the back of curb. The charging station apparatus impacts 0.63' (or 7.58") from the center line of the charging station toward the pedestrian walkway. The total encroachment on the 5' (or 60") wide sidewalk is 1.63' (or 19.56") with a remainder of 3.37' (or 40.44") for the accessible route around the apparatus. The apparatus is no wider than 0.83' (or 10") along the route of travel. The following is per "2012 Texas Accessibility Standards" (Effective March 15, 2012). The reduced segments are 18' (or 216") center to center. 403.5.1 Clear Width. Except as provided in 403.5.2 and 403.5.3,the clear width of walking surfaces shall be 36 inches(915 mm)minimum. EXCEPTION: The clear width shall be permitted to be reduced to 32 inches minimum for a length of 24 inches maximum provided that reduced width segments are separated by segments that are 48 inches long minimum and 36 inches wide minimum. Based on the foregoing,the proposed placement of the charging stations within the existing sidewalk will not impede accessibility." We are providing with this letter 10 full sized (24 x 36) copies of the revised site plans showing the bollards would be painted light gray to match the charging station. We are also providing 10 full sized (24 x 36) copies of the landscape plan offered by the applicant in response to the request for screening landscaping made by Mr. Harsy of the adjacent neighborhood, however we believe that a condition of landscaping in this case would send a negative message to any other businesses that are considering the installation of Electric Vehicle Charging Stations and could be counterproductive to clean air initiatives. Regarding the option to remove the handicapped space from the EV Charging Station spot at a later date, Verizon's policy is to have one EV Charging station at the handicapped space by the front entrance, so this option would not be used, although we appreciate the thoughtfulness of the Commission in suggesting it.
