Item 4M CITY OF SOUTHLAKE MEMORANDUM September 12th 2016 To: Shana Yelverton, City Manager From: Michael Starr, Fire Chief Subject: Item 4M, State Homeland Security Grant Action Requested: Approve Resolution No. 16-045, approving grant award 3033901 through the State Homeland Security Program. Background Information: The purpose of this item is to seek City Council approval of Resolution No. 16-045 to accept grant award 3033901 in the amount of$2,845.00 from the State Homeland Security Program. The grant will be managed by our Emergency Management Coordinator and continues a tradition of identifying and acquiring alternative funding mechanisms. The grant provides an alternative funding mechanism to acquire additional equipment and supplies for our public safety volunteers which might otherwise be unattainable. This grant is specifically for the Citizen Corps Program which covers all of our public safety volunteers including Mounted Patrol, Citizens on Patrol, Volunteers in Police Service, Fire Rehab, and Community Emergency Response Team members. Last year Southlake received over $4,000 through this grant program which allowed us to buy new safety vests, a tactical control system, and 26 new walkie talkies for our volunteers to use while in service to the City of Southlake. These items not only made it easier for our public safety volunteers to complete their assignments; in many cases it increased their safety and security. This year we anticipate we will receive $2,845.00 from this grant program which we will use to purchase a credentialing system. Financial Considerations: The State Homeland Security Program grant is a reimbursement grant and it requires monitoring and oversight from the City of Southlake to ensure we receive all of our eligible reimbursements. The reimbursements will be coordinated by our Emergency Management Coordinator who has a strong performance history managing grants. The grant award is valued at $2,845.00. Financial Impact: There is not a financial impact to the City of Southlake with this grant since we will be reimbursed for our purchases. Citizen Input: Indirect feedback was garnered from the public safety volunteer coordinators in Police, Fire and Emergency Management. A consensus was reached that all DPS volunteer programs would benefit from a credentialing system. Legal Review: The grant process is overseen by the Office of the Governor and requires quarterly reporting by City staff. Alternatives: The alternative is to not accept the funding from the State Homeland Security System and not acquire the credentialing system. CITY OF SOUTH LAKE, TEXAS RESOLUTION No. 16-045 A RESOLUTION OF THE CITY OF SOUTHLAKE APPROVING GRANT AWARD 3033901 THROUGH THE STATE HOMELAND SECURITY PROGRAM WHEREAS, The City of Southlake finds it in the best interest of the citizens of Southlake that the City of Southlake Volunteer Management Project be operated for the 2016 Homeland Security Grant performance period; and WHEREAS, Southlake agrees that in the event of loss or misuse of the Office of the Governor funds, Southlake assures that the funds will be returned to the Office of the Governor in full; and WHEREAS, Southlake designates our Emergency Management Coordinator as the grantee's authorized official. The authorized official is given the power to apply for, accept, reject, alter or terminate the grant on behalf of the applicant agency. NOW THEREFORE, BE IT RESOLVED that Southlake approves submission of the grant application for the City of Southlake Volunteer Management Project to the Office of the Governor.
