David Jones, Principal Planner, presented ZA16-026. He went over the issues that were
raised at the previous meeting and discussed the applicant's response.
Applicant Tom Malone, tma-cha Architects, came forward and discussed the proposed
revision to the parking configuration; explained the proposed location for the dumpster;
talked about the 10 -year old approved architecture requirements and the leasing
challenges. He stated his client owns all of the remaining undeveloped parcels.
Vice -Chairman Kubiak opened the public hearing.
Kevin Schmul, 120 River Oaks Drive, Southlake, Tx — spoke in opposition stating
disagreement with the architecture variation and materials. He would like to see a
sample board. Concerned about the flat roof and possibility of equipment
visibility. He was also concerned about the parking and would like to see a
multiple -lot site plan.
Thomas Linehan, 220 Timberline Lane, Southlake, Tx — spoke in opposition
stating concern for the flat roof and A/C units. He is opposed to the location of
the dumpster. Stated he would like to see a multiple -lot site plan to avoid
repeated meetings for the same development, arguing same points with each lot.
He feels the current plan will negatively affect his property.

Vice -Chairman Kubiak closed the public hearing.
The Commission talked about the size of the building and parking in relation to original
approval and stated that proposed parking on Lot 6 was not a remedy long term. Stated
there were too many variances being requested; there was a problem approving
something without knowing what it would look like; do not want to piece -meal the
remaining Lots; and, concerned about parking and architectural style. They
recommended the applicant meet with the neighbors.
The applicant stated the intent was to test the market without investing too much
money; maybe need to get more commitments.

Patty Moos, Planner I, presented ZA16-049 and went over any changes from the
previous meeting.
Applicant Barbara Auyang, 1065 Harbor Haven, Southlake, Tx came forward to discuss
the revisions to her proposal.
The Commission recommended the applicant consider installing plant material around
the cistern to help screen it from view and also to paint any exposed pvc piping. They
liked the proposed reduction in height.

AS LOT 1, BLOCK 1, CARROLL ISD NO. 3 ADDITION, SOUTHLAKE,
TARRANT COUNTY, TEXAS AND LOCATED AT 2400 N. CARROLL
AVENUE, SOUTHLAKE, TEXAS. CURRENT ZONING: "CS" COMMUNITY
SERVICE DISTRICT. SPIN NEIGHBORHOOD #2.
Richard Schell, Principal Planner, presented ZA15-148.
Dennis Killough, Deputy Director of Planning & Development Services, stated the
Specific Use Permit requires that the new tower provide co -location. The two antennas
shown on the submitted plan are both Verizon. An additional variance may be
necessary if the applicant cannot accommodate this requirement.
Applicant Peter Kavanagh, Zone Systems, Inc., 1620 Handley Drive, Dallas, Tx came
forward and discussed the proposed application and the benefits of the monopole
design and the dual -function as a light standard.
Matt Miller, CISD Superintendent, answered the Commission's questions regarding the
district's point of view and long term plans for the site. He stated future use and capital
needs plan to keep the field space and that the lighting standards are needed and will
remain. No other proposals on other light poles are anticipated. The Verizon lease is for
25 years. When asked if CISD would like the compound landscaped, he responded "Not
at this time and prefer they don't... CISD would bear the burden of cost for all
maintenance."

The Commission talked about the location and CISD statements. They discussed the
option of a taller tower in order to provide room for an additional carrier. They
recommended the applicant provide improved photos and renderings for City Council;
natural landscaping options that do not require irrigation; and two monopole options.
The applicant agreed to provide the recommended items.

2016; granting the requested variance and noting the applicant's willingness to provide

The Commission asked about existing conditions and restrooms. They asked the
applicant if sidewalk construction was considered. The applicant stated there was no
problem investigating cost and engineering analysis. City Staff to work with the
applicant in determining if the project is roughly proportional to the cost of installing
sidewalk.

applicant's willingness to provide staff with the geotechnical report prepared by third
party, verifying the underlying issue needs to be corrected by above ground planters;

detail options to City Council.

resident and not on behalf of the board or HOA.
Tom Climpton, 1817 Riviera Lane, Southlake, Tx — spoke in favor of moving the
hotel out of the plaza district. He stated he and his wife would like to be sure the
integrity "sold" to them when they invested in Carillon is maintained and would
like to see the development result in what was stated.
Bob Benoit, 1813 Riviera Lane, Southlake, Tx — spoke in favor of moving the
hotel. He would also like to see the plans for Carillon pan out that were sold to
them and that the City look seriously at the details of the approved plan as it
develops.

The Commission agreed the change was a good idea and to correct the zoning now to
avoid future issues.

what other cities are doing. They also talked about the pros and cons of the incentive
and required options as proposed.

component of the amendment.
