2. A. Executive Session: Pursuant to the Open Meetings Act, Chapter 551,
Texas Government Code, Sections 551.071, 551.072, 551.073, 551.074,
551.076, 551.087, 418.183(f), and 418.106(d) & (e). Executive Session
may be held, under these exceptions, at any time during the meeting
that a need arises for the City Council, Planning and Zoning
Commission or the Communily Enhancement and Develo ment
Corporation Board to seek advice from the city attorney as to the
posted subject matter of this meeting.
B. Reconvene: Action necessary on items discussed in Executive Session.
3. Discussion regarding the Carillon development, a ± 285 acre mixed use
development located at the northeast corner of East State Highway 114 and
North White Chapel Boulevard, Southlake, Texas. Current Zoning: "ECZ"
Employment Center Zoning District. SPIN #3.

The joint meeting was called to order in the 3rd Floor Training Rooms by Deputy Mayor
Pro Tern Shawn McCaskill at 5:32 p.m. Deputy Mayor Pro Tern McCaskill welcomed
everyone, made opening comments, and introduced the order of events.
Planning and Zoning Commission Chairman Michael Forman introduced and welcomed
his board members to the meeting.
Community Enhancement and Development Corporation President John Terrell
introduced and welcomed his board members to the meeting.
2A. EXECUTIVE SESSION.
Although posted, there was no executive session held.
3. DISCUSSION REGARDING THE CARILLON DEVELOPMENT, A +- 285 ACRE
MIXED USE DEVELOPMENT LOCATED AT THE NORTHEAST CORNER OF
EAST STATE HIGHWAY 114 AND NORTH WHITE CHAPEL BOULEVARD,
SOUTHLAKE, TEXAS. CURRENT ZONING: "ECZ" EMPLOYMENT CENTER
ZONING DISTRICT. SPIN #3.
Senior Director of Planning and Development Services Ken Baker presented this
agenda item to the group. Director Baker outlined the property history, described the
specifics of the Carillon development zoning, outlined all development projects — both
approved and under consideration - and reviewed the specifics of the Economic
Development and Tourism Plan — 2035 Small Area Plan Recommendation.
The group members discussed aspects of the presentation and of the Carillon
development and asked questions of Director Baker.
4. MEETING ADJOURNED.
Mayor Hill adjourned the joint meeting at 7:08 p.m.
