Baker, Sr. Director of Planning and Development Services SUBJECT: Item 6 J - CP16-004, Ordinance 1075-A, Consider an amendment of the City of Southlake Mobility Master Plan, an element of the Southlake 2030 Comprehensive Plan to include various amendments to the plan. Action Requested: Consider amendment of the 2030 Master Thoroughfare Plan to include the following mobility projects and corresponding priority: • SH 114 frontage road from Dove St. to W. Kirkwood (Tier 1); • Intersection improvements at W. Kirkwood Boulevard and Dove Street (Tier 1); • Installation of a traffic signal at the TW King Road and W. Kirkwood Boulevard intersection (Tier 1); • Traffic circulation study and improvements at SH 114 frontage road at the State Street intersection (Tier 1); and • Key intersection capacity improvements throughout the City (Tier 2). Consider amending the following existing components of the 2030 Mobility Master Plan to change prioritization tier: • MT18 — Nolen Drive Connector to Grapevine (move from Tier 1 to Tier 2); • MT20 — F.M. 1709/Pearson intersection improvements (move from Tier 1 to Tier 3) In addition, the following maps in the plan will be amended: • Master Thoroughfare Map and add a note reflecting the construction of the SH 114 frontage road. • Southlake Thoroughfare Project Location map to reflect new CP16-004 Page 1 projects approved by City Council with this amendment. Link to Power Point Presentation Link to SPIN Report Background: One of the most important issues for the citizens of Southlake is mobility. The Southlake 2030 Mobility Plan is a component of the City's comprehensive plan and identifies critical mobility projects related to roadways, signalization, sidewalks and bicycles in order to serve the needs of residents, businesses, and visitors. Projects are identified in the 2030 Mobility Plan and prioritized for funding as either Tier 1 (1 to 3 years); Tier 2 (4 to 6 years); or Tier 3 (7+ years). Funding for these mobility projects are primarily through the City's Capital Improvement Program (CIP). Recognizing the importance of the link between the CIP and implementation of the master plans, proposed CIP projects are required to demonstrate strategic linkage through goals, objectives or specific project recommendations outlined in the City's Comprehensive Plan (Southlake 2030 Plan). Over the past few years the City has seen significant development and entitlement of some major construction projects. Because of this, new transportation project priorities have been identified and need to be recognized and prioritized in the 2030 Mobility Plan to ensure project funding eligibility. Major Development in the SH114/Kirkwood Boulevard/Dove Street Area During the past year the TD Ameritrade regional corporate headquarters (350,000 square feet with a 5 story parking garage) has been approved and is under construction, in addition to the completion of a major renovation and upgrade to the former 1 Kirkwood Building (now known as the Vista at Solana — 380,000 square feet with 2 parking structures). There are also major undeveloped properties in the area including the Wilks, Verizon, Fidelis and Chivers properties. Due to the development of the TD Ameritrade site (current and future phases), the probable tenant occupation of the Vista at Solana building, and future development on undeveloped property in the area (Fidelis, Chivers, Wilks, Verizon) an increase in traffic volume on W. Kirkwood, Dove Street and N. White Chapel is forthcoming. As such, a number of new mobility plan projects have been identified in this area including the SH 114 frontage road between Dove Street and W. Kirkwood Boulevard along with traffic signal installation and intersection improvements. The widening of CP16-004 Page 2 SH 114 in 2004 did not include the construction of frontage roads between Dove Street and W. Kirkwood Boulevard. Currently, westbound drivers on the SH 114 frontage road must re-enter the main lanes of SH 114 before being allowed to exit again at W. the Kirkwood Boulevard exit. This development will increase traffic at the SH 114 and State Street intersection. Due to the location of this intersection near the existing SH 114 east bound on-ramp, the intersection should be studied and possible improvements made, if warranted, to address the increased traffic volumes. The next two sections of this report will provide the following: 1) A summary of the approved development projects in the geographical areas described above (SH 114/Kirkwood and SH 114/State Street) as well potential future development; and 2) The recommended project additions to the Southlake 2030 Mobility Plan as a result of current and potential future development. CP16-004 Page 3 Approved Projects/Development Potential Overview TD Ameritrade Phase I of TD Ameritrade is a 350,000 square foot regional corporate headquarter building with a five (5) level parking structure located west of W. Kirkwood Boulevard and east of SH 114. The phase I site is currently under construction. TD Ameritrade has indicated that two additional phases may be constructed on the site in the future with up to 700,000 square feet of office with an additional parking garage. The Wilks property is a 6 acre piece of property located at the corner of SH 114 and W. Kirkwood. The zoning on the property permits a variety of uses including a hotel, retail or office. The Verizon property is located to the south of the phase I TD Ameritrade building. This is a 15 acre undeveloped property that will likely be developed as corporate office in the future. Entitlement on the future phases of TD Ameritrade, the Wilks property or the Verizon property have not been applied for or considered by City Council at the time of this report. A new parking structure was approved by City Council and just recently completed. As such the City now has a better understanding of roadway related transportation improvements that would result in improved level of service. The City is always looking for opportunities to improve traffic circulation in Southlake, specifically along the major roadway corridors. As such, an evaluation of the City's main intersections to find possible design solutions to increase the level of service and roadway capacity at these key points throughout the City is scheduled to begin in FY17. This intersection evaluation will include recommendations for improvements. Possible recommendations include intersection traffic signal retiming; improved phasing (e.g. lead/lag traffic signal phasing optimization); re-allocation of existing approach lanes to better serve intersection traffic volumes; roadway network modifications such as realignments or new connections to relieve traffic; intersection geometric improvements, such as turn lanes; and pedestrian enhancements. Some of these possible improvements may meet the definition of a capital project and as such should be identified in the 2030 Mobility Plan. The following pages are proposed amendments to the Southlake 2030 Mobility Plan and will be added as an addendum to the current plan. WHEREAS, the City of Southlake, Texas is a home rule city acting under its charter adopted by the electorate pursuant to Article XI, Section 5 of the Texas Constitution and Chapter 9 of the Local Government Code; and WHEREAS, Section 11.06 of the Southlake City Charter provides for the adoption and updating of a Comprehensive Master Plan and its components, including the Master Thoroughfare Plan (known as the Mobility Master Plan); and WHEREAS, the Planning and Zoning Commission has forwarded a recommendation that the Master Thoroughfare Plan be amended as set forth herein below and the City Council having conducted a public hearing on the proposed changes. NOW, THEREFORE, BE IT ORDIANED BY THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,TEXAS: SECTION 1 Pursuant to Section 11.06 of the Southlake City Charter, the Comprehensive Master Plan, of which the Master Thoroughfare Plan is a component, may be submitted in whole or in part from time to time to the Council for their adoption, accompanied by a recommendation by the Planning and Zoning Commission, and shall contain a planning consideration for a period of at CP16-004 Page 13 least ten (10) years.
