Mayor Hill and City Council members issued service plaques and recognized and
thanked former Planning and Zoning Commission Chairman, Todd Parrish, and former
Zoning Board of Adjustment member, Guy Midkiff, for their years of service to the city.
Former Building Board of Appeals member Kenneth Horne's wife and son, Eloise and
Adam, were present on his behalf to accept his service plaque.
4. FISCAL YEAR 2017 PROPOSED BUDGET — STRATEGIC INVESTMENTS
AND CAPITAL IMPROVEMENTS PROGRAM
City Manager Shana Yelverton, Assistant City Manager Ben Thatcher, and Assistant
City Manager Alison Ortowski provided information on the Fiscal Year 2017 proposed
budget and aligning the proposed budget with the City's Strategic Management System
to Council. Human Resources Director Stacey Black also presented information on
workforce investments.

Mayor Hill opened the public hearing and asked for anyone wishing to speak on the
item to come forward. There being no one wishing to speak, Mayor Hill closed the public
hearing.

for a Mass Gathering for Southlake Carroll Dragons Homecoming Parade subject to
Staff Report dated August 9, 2016 noting the approval of the specific use permit is for a
three-year period.

Executive Session at 7:13 p.m. Executive Session began at 7:33 p.m. and concluded at
8:11 p.m.

Mayor Hill reconvened the meeting at 8:17 p.m. Mayor Hill asked if any action was

A motion was made to approve the consent agenda as presented and noting the
following:
• Items 41-40 are tabled as noted;
• Item 4C is approved noting that City Council will choose either Option A or
Option B: a) specifically that "Existing Commercial For Lease Signs" will be listed
as a prohibited sign type, or, b) "Existing Commercial For Lease Signs" will be
permitted per the regulations outlined in Section 6.1 .10 of the ordinance. Also, in
regards to "Existing Commercial For Lease Signs," directing staff to research and
propose a permit fee to include an increase in such fees including time bounds
and renewal options and directing staff to research and propose a potential fine
schedule and process in the event an individual business is in violation of the
newly-adopted ordinance. In regards to "Development/Construction Signs,"
creating regulations that are unique to both commercial and unique for residential
development projects. In regards to "Attached Signs," directing staff to prohibit
channel letter signs.
• Item 4D noting applicant's agreement that by second reading to propose
additional options for consideration that will reduce parking requirements and
increase overall tree preservation;
• Item 4F - intersection improvements identified in the Master Thoroughfare Plan
Amendments will include Tier One and Tier Two Projects;

modifications to the attached building signs and monument sign as presented in
the staff report and noting that all other previously approved master signage

A motion was made to approve ZA16-047, Site Plan for The Marq Southlake
Champions Club subject to Staff Report dated August 9, 2016 and Site Plan Review
Summary No. 3 dated July 28, 2016; granting the following variance requests:
• Variance to driveway stacking depth under Driveway Ordinance No. 634, Section
5.2(d): A minimum stacking depth of 100-feet is required at this location. The
proposed driveway off Shady Oaks drive onto the property proposes a stacking
depth of approximately 27 '/2 feet.
• Variance to lighting type under Lighting Ordinance No. 693-C, Section 4:
Permitted lighting types shall be high pressured sodium lights or neutral or warm
correlated color temperature Light Emitting Diode LED lights. The applicant is
requesting to install metal halide or LED lights that exceed maximum allowed
temperature range.
• Variance to the intensity of illumination under Lighting Ordinance No. 693-C,
Section 5: The maximum outdoor computed or measured illumination level on a
property shall not exceed 20-foot candles outdoors at any point. The applicant is
exceeding this threshold at the new sports fields being proposed.

dated July 29, 2016; granting the following variance requests:
• Variance to facade articulation under Zoning Ordinance No. 480, Section
43.19.d.1 .c: Vertical Articulation: No horizontal wall shall extend for a distance
greater than three times the height of the wall without changing height by a
minimum of 15% of the wall's height, and such height change shall continue for a
minimum distance equal to at least 25% of the maximum length of either
adjacent plane. The proposed south facade, which is visible from FM 1709, does
not meet this requirement.
• Variance to exposed columns requirement under Zoning Ordinance No. 480,
Section 43.19.d.1 .d: Exposed structural support columns shall be constructed of,
or clad in, the same masonry material as the principal structure. The proposed
shade structures include support columns that are painted steel.

5:30 p.m. or immediately following the work session in the City Council Chambers at
Town Hall, 1400 Main Street, Southlake Texas.

• Variance allowing relief from the Subdivision Ordinance No. 483, as amended,
Section 8.01(A) requiring that every lot abut on a public or private street. The
applicant is requesting a variance to allow Common Access Easements for
access to all lots;
• Variance to Driveway Ordinance No. 634, as amended, Section 5.2(d) requiring a
minimum stacking depth of 150-feet to allow a stacking depth of approximately
120-feet for the entrance from the SH 114 frontage road; and,
• Driveway Ordinance No. 634, as amended, Section 5.2(c) prohibits driveways
onto collectors and local streets unless the tract or lot has no other access. The
applicant is requesting a variance to allow an entrance driveway onto Blessed
Way.
