FORUM SUMMARY:
Development Details:
Proposed amendment to the Southlake 2030 Mobility Master Plan. Contains five
elements
Mobility Plan and the recommendations within it provide a foundation for the
City’s Capital Improvements Program (CIP).
Over the past several months there have been entitlements on developments
within the City of large office projects (TD Ameritrade, Vista at Solana, Granite)
Each of these projects requirethata traffic study be done –and from these
studies were recommendations thatinformthe proposed amendments to the
Plan
Five components of the amendment:
1.SH114 frontage Rd. between Dove St. and Kirkwood Blvd.
Traffic traveling westbound that enters SH114 from Dove does not
o
have a frontage road to continue on to Kirkwood
Proposed project would provide frontage road which would provide
o
another means of ingress/egress to TD Ameritrade campus
There are undeveloped properties to the north and south of the
o
campus –anticipated as future commercial
2.W. Kirkwood at Dove improvements
Either traffic signal or roundabout
o
3.W. Kirkwood at T.W. King traffic signal
Design and installation of traffic signal at intersection
o
4.State St. at SH114 improvements
Potential improvements including deceleration lane from the access
o
road to State St.
5.Key intersection study
Look at key intersections and studying those intersections to see what
o
potential improvements can be made
One portion of the amendment to the Mobility Plan includes a note and also
depicting the frontage roads along SH114 between Dove and Kirkwood Blvd. as
shown on the map on the Master Thoroughfare Plan –and also updating the Tier
map to reflect the addition of these five projects; all of which are being put in
place as Tier 1

QUESTIONS / CONCERNS:
Who would be funding the frontage road? The City?
In its early stages. Currently have a consultant that is working with
o
contacting the County, TxDOT, and Westlake –don’t believe the City of
Southlake would fully fund the frontage road
North and the south, or east and west?
At this point proposing with TxDOT is just the side for TD Ameritrade
o
The logic behind it is because Kirkwood has or is anticipated to exceed what is
planned for it?
Believe what is currently out there would exceed Kirkwood capacity –the
o
current studies have shown that the intersections of Kirkwood and Dove,
T.W. King and Kirkwood, would benefit from signalization or other traffic
controls. With Verizon, TD Ameritrade, Sabre –access from a frontage
road would be more efficient
Concernedonce we build a frontage road we start to attract things such as not
office buildings, but fast food –believe we open ourselves to development of
things we don’t want in that area
Didn’t mention the service road at SH114 and T.W. King –have we looked at
stop signs that are there? Who would be in charge of placing something there?
Have we looked at putting lights at that intersection?
Yes. That is currently being studied and believe budgeted to make those
o
improvements at that intersection. From the east bound coming from
Westlake a Texas Turnaround to go back westbound
What is the purpose of a frontage road?
