EXECUTIVE
SUMMARY: ClayMoore Engineering, on behalf of Abiding Grace Lutheran Church, is requesting
approval of a Plat Revision for Lot 3R, Block 1 of the Chivers Park Addition and Tract
4H of the Absolom H. Chivers Survey Abstract No. 299, Southlake, Texas for the
expansion of the church parking lot and building on 4.25 acres located at 1000
through 1060 East Highland Street. SPIN Neighborhood #11
REQUEST: ClayMoore Engineering, on behalf of Abiding Grace Lutheran Church, is requesting
approval of a Plat Revision for Abiding Grace Lutheran Church for the expansion of
the church parking lot and building on 4.25 acres. The purpose of this item is to
combine the unplatted portion of the site, Tract 4H, with the platted portion of the site,
Lot 3R, in order to expand the church parking lot and church building on 4.25 acres.
The plat revision is consistent with the Site Plan approved by City Council on June 21,
2016 under Planning Case ZA15-141.

1992; A Specific Use Permit was approved for the Highland Meadow
Montessori School for a trailer, Case was withdrawn. (ZA92-015)
June 1994; A concept plan was approved for the Highland Meadow
Montessori School. (ZA94-037)
November 2005; A revised concept plan was approved for a 8,262 sq. ft. multi-
use facility building for the Highland Meadow Montessori School. (ZA05-114)
June 21, 2016; City Council approved a site plan subject to the Staff Report
dated June 14, 2016 and the Site Plan Review Summary No. 4 dated June 9,
2016; granting the variances requests to the stacking depth, the driveway
centerline spacing and to the Tree Preservation Ordinance; noting the south
bufferyard plantings will be installed with the Phase 1 construction of the
parking lot expansion and the sidewalk along Highland will be installed with the
Phase 2 construction of the building. Also, noting the parking spaces along the
eastern boundary will be removed prior to the issuance of any Certificates of
Occupancy for Phase 2.
PATHWAYS
MASTER PLAN: The 8-foot wide sidewalk required along the north side of E. Highland Street
(future E. Kirkwood Blvd.) will be constructed with Phase II of the development.
TREE PRESERVATION: The Tree Conservation Plans shows 45% is to be preserved with the proposed
development. City Council approved a variance to allow the 45% preservation
of the existing trees in the Site Plan approval (ZA15-141).
UTILITIES: Water
The site has access to an existing 6-inch water line along E. Highland Street
Sewer
The site has access to an existing 8-inch sewer line along E. Highland Street.

TREE CONSERVATION COMMENTS:
The submitted Tree Conservation Plan complies with the Tree Conservation Plan that is submitted
with the Abiding Grace Lutheran Church Site Plan. VARIANCE APPROVED
The proposed Tree Conservation does not comply with the existing tree cover preservation
requirements of the Tree Preservation Ordinance. The existing tree cover is 47% and the amount of
existing tree cover required to be preserved is 50%. The applicant is proposing to remove 55% of the
existing tree cover and preserve 45% of the existing tree cover.
Except as provided by subsection 7.2.b. of the Tree Preservation Ordinance, a Tree Conservation
Analysis or Tree Conservation Plan shall be approved if it will preserve existing tree cover in
accordance with the percentage requirements established by Table 2.0. If the property has previously
received a tree permit related to development, the percentage of existing tree cover at the time the
first such permit was issued shall be used to calculate the minimum existing tree cover that must be
preserved under this section.

Conservation Plan must be preserved and protected during all phases and construction of the
development. Alteration or removal of any of the existing trees shown to be preserved on the
approved Tree Conservation Plan is a violation of the Tree Preservation Ordinance and the zoning as
approved by the Southlake City Council. Please ensure that the layout of all structures, easements,
utilities, structures grading, and any other structure proposed to be constructed do not conflict with
existing trees intended to be preserved.
