EXECUTIVE
SUMMARY: Barker Rinker Seacat Architecture Inc., on behalf of the City of Southlake is
requesting approval of a Site Plan for the Southlake Tennis Center on property
described as Tract 1 CO3 and portions of Tracts 1 CO2 and 1 B, L.G. Hall Survey,
Abstract No. 686, and Lot 2R2, L.G. Hall No. 686 Addition, City of Southlake,
Tarrant County, Texas and located at 450 W. Southlake Blvd., Southlake,
Texas. Current Zoning: "CS" Community Service District. SPIN Neighborhood
#7.
DETAILS: The project is generally located in the southeast corner of Bicentennial Park
adjacent to the Tom Thumb shopping center. The purpose of the proposed site
plan is to replace the current approximately 4,000 square foot tennis center
building with an approximately 6,100 square foot tennis center and 320 square
foot storage area, to include an approximately 2,000 square foot patio area and
five (5) tennis court shade structures. There are no changes to existing parking,
the vehicular circulation or any of the tennis courts.

The following variances are being requested in relation to the proposed
development:
1) Variance to facade articulation under Zoning Ordinance No. 480,
Section 43.19.d.1.c: Vertical Articulation: No horizontal wall shall
extend for a distance greater than three (3) times the height of the wall
without changing height by a minimum of 15% of the wall's height, and
such height change shall continue for a minimum distance equal to at

least 25% of the maximum length of either adjacent plane. The
proposed south fa(;ade, which is visible from FM 1709, does not meet
this requirement.
2) Variance to exposed columns requirement under Zoning Ordinance
No. 480, Section 43.19.d.1.d: Exposed structural support columns shall
be constructed of, or clad in, the same masonry material as the principal
structure. The proposed shade structures include support columns that
are painted steel.

HISTORY: - A Zoning Change and Concept Plan was approved by City Council
on February 15, 1994 under Planning Case ZA94-001.
- A Zoning Change and Site Plan was approved by City Council on
July 18, 2000 under Planning Case ZA00-064.
- A Revised Site Plan for shade structures built over spectator seating
was approved by City Council on June 5, 2001 under Planning Case
ZA01-052.
- A Revised Site Plan for improvements to the maintenance facility
and shade structures for the maintenance facility was approved by
City Council on September 4, 2001 under Planning Case ZA01-090.
- A Zoning Change and Site Plan to add 13.14 acres to the park
property and to construct a clock tower was approved by City
Council on March 5, 2002 under Planning Case ZA01-126.
- A Plat Revision for the park was approved by City Council on March
5, 2002 under Planning Case ZA01-137.
- A Revised Site Plan to construct a learning pavilion in the Liberty
Garden area of the park was approved by City Council on October 7,
2003 under Planning Case ZA03-067.
- A Zoning Change and Site Plan was approved by City Council on
November 18, 2008 to add approximately 7 acres to the park and
construct Phase I of the master planned park under Planning Case
ZA08-078.
- A Site Plan to do improvements to Bicentennial Park surrounding the
historical Log Cabin was approved by City Council on April 7, 2009
under Planning Case ZA09-002.

A Site Plan was approved by City Council on September 18, 2012
for Bicentennial Park Phase II under Planning Case ZA12-057.
A Site Plan was approved by City Council on June 3, 2014 for the
Southlake Community Recreation Center Phase I (Legends Hall)
under Planning Case ZA14-062.
Consolidated Future Land Use Plan
The Southlake 2030 Consolidated Future Land Use Plan designates the
subject property as Public Parks/Open Space. The Future Land Use
Plan defines Public Parks/Open Spaces as public areas designated for
active and passive recreation, such as parks and athletic complexes,
and public open space
for the preservation of
the scenic vistas and
natural vegetation of the

Parks, Recreation & Open Space/Community Facilities Master Plan
In the Parks, Recreation & Open Space / Community Facilities Master
Plan a number of recommendations were adopted related to
Bicentennial Park. In relation to this specific request, a community
recreation center facility was recommended to be adopted into the
master plan at Bicentennial Park at the location that is currently being
proposed. The recommendation in the Parks, Recreation & Open
Space/ Community Facilities Master Plan reads as follows:
"6. Provide a Multipurpose -Facility with an amphitheater on the
southwest portion of the park. "

The applicant's proposed site plan request is consistent with the
adopted Bicentennial Park Master Plan and also the recommendation
within the Parks, Recreation & Open Space / Community Facilities
Master Plan.
Mobility Master Plan
The proposed project is accessed by an internal driveway — Unity Way.
TRANSPORTATION
ASSESSMENT: Area Road Network and Conditions
The proposed project is located within Bicentennial Park. The park is
bound by Shady Oaks Drive, Southlake Boulevard and White Chapel
Boulevard. This is an existing facility that is being demolished and
rebuilt. There should be no additional impacts to traffic. A traffic impact
analysis was not required for this site.
TREE PRESERVATION: The site meets the requirements of the Tree Preservation Ordinance, as
amended, after removal of the three canopy trees as shown on the
proposed plan.
UTILITIES: Utilities exist for this project within the site that serve the existing tennis
center. Minor alignment changes will be made to accommodate the new
Southlake Tennis Center.
DRAINAGE: Storm drainage was accounted for with the design and construction of
Bicentennial Park Phase II. An existing detention pond will receive the
stormwater runoff and control the release into the downstream system.
CITIZEN INPUT: A SPIN meeting was held for this project on July 26, 2016. A link to the

PLANNING & ZONING
COMMISSION: August 4, 2016; Approved (5-0) subject to the Staff Report dated July
29, 2016 and granting all requested variances.
STAFF COMMENTS: Attached is Review Summary No. # 2, dated July 29, 2016.
Variance Approval Criteria for Zoning Ordinance No. 480, as amended,
Section 43:
Variances - At the time of review of any required Concept Plan or
Site Plan, the City Council may grant variances to the
development regulations set forth in this Section and to Section
35.6, "Number of Off -Street Parking Spaces Required." A parking
space variance can only be at the request of the Owner/Applicant
and cannot be required by the City Council as a part of their
approval of any Concept Plan, Site Plan, Developer's Agreement
or by any other means. The City Council shall be limited to
granting a variance to no more than fifteen percent (15%) of the
required number of off-street parking spaces. (As amended by
Ordinance No. 480-000)

To receive a variance, the applicant must demonstrate one
of the following:
(a) A variance will reduce the impact of the project on
surrounding residential properties; or
(b) Compliance with this ordinance would impair the
architectural design or creativity of the project; or
(c) A variance is necessary to assure compatibility with
surrounding developed properties; or
(d) The proposed construction is an addition to an
existing project that does not meet the requirements
of this ordinance.

GENERAL COMMENTS:
An automatic fire sprinkler system will be required for buildings over 6,000 square feet. (Per
2015 I.F.C. Sec. 903.2.11.9 as amended) (Square footage indicated to be 6,169)
The required backflow protection (double check valve) for the sprinkler system can be located
on the riser if the riser is within 100 feet of the water main. If the riser is further than 100 feet
from the main, the double check valve shall be in a pit. Riser rooms shall be a minimum of
5'X5' if the double check is not located on the riser, or a minimum of 6'X6' if it is on the riser.
The Fire Department Connection for the sprinkler system must be within 100 feet of a fire
hydrant, and within 50 of Fire Department access, fire lanes or public street. (A remote FDC is
acceptable to meet the requirement)(FDC not shown on plans)
FIRE LANE COMMENTS:
Fire lanes require a minimum 30 foot inside turn radius and a minimum 54 foot outside turn
radius. (Per 2012 I.F.C. Sec. 503.2.4) (If fire lanes are required for access to FDC)
Fire apparatus access needs to be an all-weather surface, asphalt or concrete, a minimum of
24 feet wide with 6 inch red striping that contains 4 inch white lettering that states "FIRE LANE
NO PARKING" every 25 feet, and able to support the imposed loads of fire apparatus. (A
minimum of 85,000 pounds GVW) (If fire lanes are required for access to FDC)
Informational Comments:
No review of proposed signs is intended with this site plan. A separate building permit is
required prior to construction of any signs.
All mechanical equipment must be screened of view right-of-ways and residential properties in
accordance with the Zoning Ordinance No. 480, as amended.
All lighting must comply with the Lighting Ordinance No. 693, as amended.
All development must comply with the Drainage Ordinance No. 605 and the Erosion and
Sediment Control Ordinance No. 946, as amended.
Development must comply with all requirements in Zoning Ordinance No. 480, Section 43,
Overlay Zones.

Masonry materials shall mean and include brick, stucco, plaster, cement, concrete tilt wall,
stone, rock or other masonry material of equal characteristics. Stucco and plaster shall only be
considered a masonry material when applied using a 3-step process over diamond metal lath
mesh to a 7/8th inch thickness or by other processes producing comparable cement stucco
finish with equal or greater strength and durability specifications. Synthetic products (e.g.,
EIFS —exterior insulation and finish systems, hardi plank, or other materials of similar
characteristics) shall not be considered a masonry material.
Development must comply with all requirements in Zoning Ordinance No. 480, Section 33.21,
Building Color Standards for Non -Residential Buildings.
