Commissioner Springer asked how much is raised.
Ms. Thannum stated $6,000 to $9,000 through sponsorship and fundraising. This
amount is spread out to student council and student groups.
Chairman Forman asked if the route will remain the same.
Ms. Thannum stated yes.
Commissioner Kubiak asked about the staging area.
Dennis Killough stated that the staging area is not impacted by surrounding
development and construction.
Commissioner Kubiak asked about past events and any changes.
Ms. Thannum stated that CISD works closely with staff and DPS for crowd control and
safety along with clean up afterwards.

Commissioner Springer asked about the storage area and what will be stored there.
Ms. Meacham stated that it would be for equipment only.
Commissioner Rothmeier asked about the out building for the restrooms.
Ms. Meacham stated that there are some restrooms located near the hockey court and
spoke on Phase III plans for both interior and exterior restrooms.
Commissioner Kubiak asked about an indoor tennis court.
Ms. Meacham stated that staff is evaluating the possibility for furture but not at this time.

David Jones, Principal Planner, presented Item No. 9, ZA16-026.
Tom Malone, 814 Pennsylvania Avenue, Fort Worth, came forward. Mr. Malone
explained the reasons for the significant changes to the site plan.
Chairman Forman asked about the zoning and uses, specifically medical and asked
staff about restricting medical.
Mr. Malone stated that there will not be any medical uses.
Chairman Forman asked staff about aerial photos showing landscaping.
Mr. Jones explained the existing landscaping.
Commissioner Kubiak asked about the buildable area and does it include the parking.
Mr. Malone showed the buildable area and explained the parking due to the floodplain.
Commissioner Kubiak asked if the applicant considered a smaller building to assist with
parking and accommodate the dumpster.
Mr. Malone stated that they could go with a smaller footprint and then the space would
be over parked.
Commissioner Kubiak talked to the applicant regarding the design of the building.
Commissioner Kubiak continued to state that some response forms had come in with
those concerns along with concerns about parking.
Commissioner Rothmeier asked about consideration for making the footprint anything
but single story.
Mr. Malone stated that a single story is the best route due to cost.
Chairman Forman opened the public hearing.
Kevin Schmuhl, 120 River Oaks Drive, Southlake came forward to speak in opposition.
Mr. Schmuhl expressed his concern about the roof top mechanical equipment and the
roof design not being pitched roof. In regards to the parking, any lack of parking on the
applican’ts part will affect the surrounding businesses. Mr. Schmuhl also explained that
the applicant did not reach out to surrounding neighbors and this is the first that anyone
had seen these plans.

Mary Grace Thoennes, 119 Jellico Circle, Southlake came forward to speak in
opposition. Ms. Thoennes stated that she agreed with Mr. Schmuhl and that this is the
first time any plans had been shared. The other concern is the lack of landscaping,
specifically shrubbery. Ms. Thoennes also expressed her concern about the traffic,
security and hours of operation along with the architecture fitting in with the surrounding
businesses.
Chairman Forman closed the public hearing.
Chairman Forman expressed his concern that a SPIN meeting was never held prior to
this meeting, especially with the extreme changes. Chairman Forman also expressed
his concern about the architectural changes.
Commissioner Springer agreed and added that parking is a concern and it definetly
affects the surrounding businesses.
Commissioner Kubiak added that the building needs to be consistent with the current
development and the landscaping needs work and the dumpster needs to be located off
the street and needs to meet ordinance.
Commissioner Smietana agreed with the remaining Commission, specifically the
architecture.
Chairman Forman asked the applicant to come forward and advised the applicant as to
what his options were.
Mr. Malone requested to table to the August 18, 2016 meeting.

Chairman Forman opened and closed the public hearing.
Truman McDugal, with Corgan and Associates, 401 North Houston Street, Dallas came
forward.
Commissioner Kubiak asked the applicant to talk more about the landscaping,
specifically the north western area.
Mr. McDuagl explained the landscaping plan and also stated that they were going to try
and save as many trees as possible.
Commissioner Kubiak stated some options for the applicant.
Chairman Forman asked staff to display the aerial. Chairman Forman asked how many
employees will be located here and verified the hours of operation.
Mr. McDugal stated that there will be 25-30 employees with normal business hours.
Commissioner Springer asked if all five treatment rooms will be running at one time.
Mr. McDugal stated yes.
Chairman Forman opened and closed the public hearing.
Commissioner Springer believes that the parking will be tight and that the development
has its challenges. However, this property doesn’t have many options.
Mr. McDugal stated that the doctor’s will also be working across the street which will
help to elevate some traffic.
Commissioner Rothmeier asked about the parking ratio in Keller and if that would be an
issue for traffic and utilization of parking spaces at this facility.
Mr. McDugal stated the parking ratio for Keller and how it affects this site.
Commissioner Kubiak stated that this property has it’s issues but this use fits and for
longterm use it fits. However, the motion needs to include more information regarding
landscaping.
Commissioner Smietana agrees with some of the previous comments.
Commissioner Kubiak motioned to approve ZA16-044, subject to the Staff Report,
dated July 28, 2016 and Plan Review Summary No. 3, dated July 28, 2016 and
noting the applicant’s willingness to examine the landscape plan and enhance
prior to City Council with a second from Springer.

Barbara Auyang, 1065 Harbor Haven, Southlake, came forward to answer any
questions.
Chairman Forman asked what the cistern would be used for.
Ms. Auyang stated she wanted to save water from the well for the garden.
Chairman Forman asked if this was the only one.
Ms. Auyang stated yes and added that she chose green so that it would blend in with
the garden and yard.
Chairman Forman verified that the cistern will be located behind the large tree on the
right based on the aerial photo. Chairman Forman continued to ask if it will be screened.
Ms. Auyang stated that there are a lot of trees on the property and she plans to plant
more around it.
Commissioner Kubiak stated that language needs to be added to the motion to include
landscaping to screen the cistern.
Commissioner Springer asked if the applicant could bury the cistern.
Ms. Auyang stated that she has talked to her contractor about that.

Chairman Forman stated that he would like to see it underground as well.
Dennis Killough stated that if the cistern was underground, this application would
become void.

Ms. Auyang stated that she would talk to her contractor again about placing the cistern
underground.
Chairman Forman gave Ms. Auyang her options.
Commissioner Rothmeier gave additional options in regards to the model of the cistern.
Ms. Auyang requested to table until August 18, 2016.

David Jones, Principal Planner, presented Item No. 13, ZA16-054.
Clint Austin with Solar City, 802 Oaks Shadow Ct, Mansfield and the homeowner,
Robert Sloan came forward.
Chairman Forman asked the applicant if they were attempting to power the home and
how many are actually needed.
Mr. Austin stated that Mr. Sloan’s goal is trying to power the home 80% with solar
panels.
Chairman Forman expressed his concern that there are so many panels and they are
visible from the street.
Mr. Austin stated that since solar panels are not allowed on the front slope of homes
and the panels need to be on the south and southeast of the roof plans for maximum
exporsure to the sun, more panels are needed to make up the difference for 80%.
Commissioner Smietana asked what does the homeowner get at 80%.
Mr. Austin stated that 80% means that is what the homeowner gets offset.
Mr. Sloan stated that the panels covers 80% of his power versus the grid.
Chairman Forman asked if this was a maximum.
Mr. Austin stated that anymore percentage the panels would be feeding back into the
grid.
Commissioner Rothmeier stated that based on the amount of panels and the
percentage that is wanting to be achieved, the number of panels could be reduced.
Commissioner Springer does not like where the panels are located and asked why there
were no panels on the detached garage which would make the panels not visible.
Mr. Sloan stated that the panels are located where they are for maxium capacity.
Chairman Forman asked if there was anywhere else the panels could go.
Mr. Austin stated no.
Mr. Sloan added that he spoke to his neighbors and received HOA approval.

Trevor Matheson, 902 Shadywood St., Southlake came forward to speak in support of
the project. Mr. Matheson stated that he was the HOA president.

Report, dated July 29, 2016 and further noting the applicant’s willingness to
present multiple options for locations of the panels, specifically an option that
shows a more limited solar panel location on the north facing garage roof and
one that shows more limited panels on the west side of house and seconded by
