APPLICANT: City of Southlake
REQUEST: Amendment of the Mobility Master Plan to include the following projects:
SH 114 frontage road from Dove St. to W. Kirkwood (Tier 1);
Intersection
improvements at W. Kirkwood Boulevard and Dove Street (Tier 1);
Installation of a traffic signal at the TW King Road and W. Kirkwood Boulevard (Tier 1);

Traffic circulation study and improvements at SH 114 frontage road at the State Street intersection (Tier 1); and
Key intersection capacity improvements throughout the City (Tier 2).
In
addition, the following maps in the plan will be amended:
Master Thoroughfare Map to show and add a note reflecting the construction of the SH 114 frontage road.
Southlake Thoroughfare
Project Location map to reflect new projects approved by City Council as part of this amendment.

Background
Citizens Survey Strategy Map 2030 Mobility Plan Capital Improvements
Plan
Discuss the Purpose of the 2030 Mobility Plan: One of the most important issues for the citizens of Southlake is mobility (Speak to the Citizens survey) The Southlake 2030 Mobility
Plan is a component of the City’s comprehensive plan and identifies critical mobility projects related to roadways, signalization sidewalks and bicycles in order to serve the needs of
residents, businesses, and visitors. Projects are identified in the 2030 Mobility Plan and prioritized for funding as either Tier 1 (1 -3 years); Tier 2 (4 to 6 years); or Tier 3 (7
+ years). Funding for these mobility projects are primarily through the City’s Capital Improvement Program (CIP).
Discuss Linkage between the CIP and the Mobility Plan: Recognizing
the importance of the link between the CIP and implementation of the master plans, proposed CIP projects are required to demonstrate strategic linkage through goals, objectives or specific
project recommendations outlined in the City’s Comprehensive Plan (Southlake 2030 Plan).

Background
Speak to recent development in the area – Vista at Solana, TD Ameritrade and Granite plus potential (TDA – ph 2 & 3, Wilks, Fidelis, Chivers, Block 12). The site plan approvals for the
three major office projects required detailed traffic studies to be completed. As such the City now has a better understanding of roadway related transportation improvements that would
result in improved level of service. Traffic studies on the entitled projects (TD ameritrade, Granite, etc) gave the City the data it needed to make the recommendations.

Project MT #46SH 114 Frontage Road
MT #46 Project design and construction will include a frontage access road and ramp reversals along SH 114 from West Dove Road to W. Kirkwood Boulevard. This project will also include
intersection improvements at SH 114 and Kirkwood Boulevard including traffic signalization as well as the possibility of a Texas turnaround. This is a recommended as a Tier 1 project.

This project includes the engineering, design, and construction of intersection improvements to include either the installation of a traffic signal or a roundabout at Dove Street and
W. Kirkwood Boulevard. Intersection improvements are needed to facilitate traffic flow and ensure an adequate level of service as development occurs in the area.

Future TD Ameritrade entrance
This project includes the engineering, design, and installation of a traffic signal at the intersection of TW King and W. Kirkwood Boulevard. This traffic signal is needed to facilitate
traffic flow and level of service through this intersection and provide access to adjacent corporate office buildings. TD Ameritrade’s north entry drive will be located at this intersection.

Project MT #49State St at SH 114 Improvements

This project includes the evaluation of the SH 114 frontage road and State Street intersection vicinity to determine possible road improvements to improve traffic circulation. As the
Town Square block between State Street and Reserve develop with additional office and possible restaurant, the traffic volumes at this intersection will increase. A possible improvement
includes the construction of a deceleration lane on the SH 114 frontage road at the State Street intersection.

Project MT #50Key Intersection Study
This project includes the evaluation of key intersections throughout the City to find possible design solutions to increase the level of service and roadway capacity at key intersections
throughout the City. Also this project involves the implementation of the recommendations of the evaluation as funding becomes available. Possible recommendations include intersection
traffic signal retiming; improved phasing (e.g. lead/lag traffic signal phasing optimization); re-allocation of existing approach lanes to better serve intersection traffic volumes;
roadway network modifications such as realignments or new connections to relieve traffic; intersection geometric improvements, such as turn lanes; and pedestrian enhancements.
