Item 6F Narrative July 29, 2016— Narrative Details for The Marq Southlake Champions Club Site Plan Application
Barker Rinker Seacat Architecture has prepared the Site Plan submittal for and on behalf of The City of
Southlake Community Services Department. The plan involves the development of Phase 2 of The Marq
Southlake within Bicentennial Park at 285 Shady Oaks Drive, which is zoned as a CS-Community Service
District.
This project is a Tier 1 priority as it relates to the vision, goals and objectives of 4.5, 4.8, 8.1 and 10.2 of
the Southlake 2030 Master Plan. It is the intent of The City of Southlake to complete the construction of
The Marq Southlake with an additional 84,000 square feet to bring the total building to approximately
108,000 square feet.
Construction for Phase 1, named Legends Hall, was completed in December 2015 and is located in the
southwest corner of Bicentennial Park off Shady Oaks Drive and Unity Way. For the first phase of the
facility the City of Southlake commissioned Barker Rinker Seacat Architecture and Adolfson and
Peterson Construction.
Legends Hall is approximately 24,000 square feet and includes a ballroom, multipurpose conference&
meeting spaces, a club lounge, catering kitchen, senior center, an outdoor amphitheater and event
space. Legends Hall has 186 parking spaces to accommodate the various events and activities of the
facility.
Phase 2,which will be named Champions Club,will be approximately 84,000 square feet and will include
spaces for fitness, performance training, gymnasium, indoor jog/walk track, indoor aquatics, indoor
playground, party rooms, child watch and multipurpose classrooms for programs. The plan for
Champions Club is to add approximately 83 new parking spaces in addition to the 186 existing spaces for
Legends Hall to bring the total parking to 269. This does not include the supplemental parking available
in the surrounding parking lots for the baseball complex at Bicentennial Park.
The site's main vehicular circulation will originate mainly from north bound traffic on Shady Oaks Drive.
The City is proposing two entrances off Shady Oaks Drive (one existing and one new), along with access
off Unity Way.
The trash enclosure will be located on the south end, behind Champions Club, and will be constructed of
masonry block with metal gates per the City of Southlake standards. The trash enclosure design will
complement the building.
The building design utilizes a variety of materials including masonry, glass, metal, EFIS, and asphalt
shingle roofing. The building design does meet all City requirements, including the minimum 80%
masonry.
The City is again partnering with Barker Rinker Seacat Architecture to design Champions Club along with
Haydon Building Corporation to lead the construction. Construction is expected to begin in late 2016
with a mid 2018 opening date.
There are three variances being requested. 1)The Driveway Ordinance No. 634, Section 5.2(d) requires
a minimum stacking depth of 100 feet for the proposed driveway off Shady Oaks Drive. We respectfully
request a variance to allow the proposed driveway stacking depth of approximately 27%feet as shown
on the submitted site plan. 2)The Lighting Ordinance No. 693-C, Section 4 requires lighting types to be
high pressured sodium lights or neutral or warm correlated color temperature LED lights. We
respectfully request to install metal halide or LED lights that exceed maximum allowed temperature
range as shown on our submitted lighting exhibits. 3)The Lighting Ordinance No. 693-C, Section 5 states
the maximum outdoor computed or measured illumination level on a property shall not exceed 20 foot
candles outdoors at any point. We respectfully request approval of the sports field lighting as proposed
which exceeds the ordinance threshold. The proposed sports field lighting is consistent with existing
lighting systems throughout Bicentennial Park.
