Item 6G NarrativeJuly 29, 2016 — Narrative Details for the Southlake Tennis Center Site Plan Application
Barker Rinker Seacat Architecture has prepared the Site Plan submittal for and on behalf of The City of
Southlake Community Services Department. The plan involves the development of Phase 3 of
Bicentennial Park at 450 W. Southlake Blvd., specifically the development of the Southlake Tennis
Center facility which is zoned as a CS - Community Service District.
This project is a Tier 1 priority as it relates to the vision, goals and objectives of the Southlake 2030
Master Plan. It is the intent of The City of Southlake to complete the construction of the Southlake
Tennis Center by removing the existing building and replacing it with a 6169 square foot facility with a
2245 square foot patio.
The Southlake Tennis Center facility will include space for a full service Pro Shop, Club Meeting Room,
Men and Women Locker Rooms, and staff offices. The building will also have external restroom facilities
for Bicentennial Park. There will be five shade structures installed where existing bleacher seating is
located next to the tennis courts. Also included in the scope is a back covered patio for patrons of the
Tennis Center. A maintenance and equipment enclosure will be located on the south side of the tennis
building and will be constructed of masonry.
Parking for the facility will remain unchanged in the scope of the project. The site's vehicular circulation
will be unchanged
The building design utilizes a variety of materials including masonry, glass, metal, EIFS, and asphalt
shingle roofing.
There are two variances being requested. 1) The Zoning Ordinance No. 480, Section 43 requires fagade
articulation on the west and south elevations due to the FM 1709 Corridor Overlay. The south fagade
does not meet vertical articulation measurements. We respectfully request a variance to allow the south
fagade to remain as proposed. 2) The Zoning Ordinance No. 480, Section 43 requires exposed structural
support columns to be constructed of, or clad in, the same masonry material as the principal structure.
The proposed shade structures include support columns that are painted steel. We respectfully request
a variance to allow the columns of the proposed shade structures to remain as proposed.
Construction is expected to begin in late 2016 with a late 2017 opening date.
