2016-07-06 1 ' CITY OF SOUTH LAKE TEXAS CITY COUNCIL SUMMER RETREAT: JULY 6, 2016 LOCATION: The Marq Southlake 285 Shady Oaks Drive Southlake, Texas 76092 CITY COUNCIL PRESENT: Mayor Laura Hill, Mayor Pro Tern Randy Williamson, and Councilmembers Gary Fawks, John Huffman, Chad Patton, and Shahid Shafi (left the meeting at 8:48 p.m.). CITY COUNCIL ABSENT: Deputy Mayor Pro Tern Shawn McCaskill. STAFF PRESENT. Allen Taylor (left the meeting at 6:10 p.m.), and City Secretary Lori Payne. WORK SESSION: 1. CALL TO ORDER The Summer Retreat was called to order by Mayor Laura Hill at 5:32 p.m. 2A. EXECUTIVE SESSION Mayor Hill announced that City Council would be going into Executive Session pursuant to the Texas Government Code, Section 551.072, deliberation regarding real property. City Council adjourned for Executive Session at 5.32 p.m. Executive Session began at 5:32 p.m. and concluded at 6:10 p.m. 2B. RECONVENE Mayor Hill reconvened the meeting at 6:10 p.m. Mayor Hill asked if any action was necessary from Executive Session. There was no action necessary as a result of Executive Session. DINNER Mayor Hill reconvened the meeting at 6:39 p.m. City Manager Shana Yelverton made opening comments and presented the order of events for the workshop. 4. DISCUSSION: IMPROVING THE CAPACITY OF INTERSECTIONS Assistant City Manager Ben Thatcher and Director of Public Works Rob Cohen presented Council with an overview of a proposed study to determine how to improve the capacity of Southlake intersections for enhanced mobility. Mr Thatcher and Mr. Cohen discussed recent citizen survey scores regarding mobility and traffic and proposed analyzing key congested intersections during peak hours to observe sight distance constraints, intersection operations and geometry, excessive queuing, and crosswalk locations as well as answered Council's questions. 5. DISCUSSION: FINANCING TOWN SQUARE PUBLIC SPACE MAINTENANCE Chief Financial Officer Sharen Jackson presented Council with information on current expenditures and led a discussion regarding possible financial alternatives. Council discussed funding alternatives with staff members. 6. DISCUSSION: THE MARQ: OPERATIONS AND CONSTRUCTION CONSIDERATIONS Assistant City Manager Ben Thatcher and Director of Community Services Chris Tribble presented this item to the Council and answered questions. Mr. Thatcher and Mr. Tribble reviewed the current construction environment and its impact on the cost for planned improvements for Phase 2 at The Marg. Options were presented to Council for discussion. Consultant Chris Squadra of Peak Program Value answered Council's questions as the City's third party project controls manager regarding current construction environment and associated cost considerations on Phase 2. Chief Financial Officer Sharen Jackson presented funding options for increased costs. DISCUSSION: ATTRACTING AND RETAINING TALENT IN OUR MARKET Director of Human Resources Stacey Black presented Council with the results of the City's 2016 Market Pay Study as well as other key compensation and benefit considerations. Ms. Black discussed the compensation system philosophy, purpose and objective as well as the system strategy. She also presented Council with information on health insurance, the City's retirement program — Texas Municipal Retirement System, and FMLA Leave. 8. STRATEGIC FOCUS DISCUSSION: • SAFETY & SECURITY • MOBILITY • INFRASTRUCTURE • QUALITY DEVELOPMENT • PARTNERSHIPS & VOLUNTEERISM • PERFORMANCE MANAGEMENT & SERVICE DELIVERY • CITY VALUES City Manager Shana Yelverton informed Council this agenda item allows the opportunity to discuss topics in the City's focus areas. Staff responded to Council's questions on the following: water usage, rates, and installation of new water meters with technology capabilities; possible small group meeting with Carroll Independent School District School Board members; and tennis center funding and enhancements 9.
