Item 3B City Manager's Report - Back to School Back to School Mobility and Safety August 2, 2016 1 Back to School SROs report Aug 8 Advanced SRO training Juvenile summit Convocation CISD training The SRO’s all report the week of August 8. Several of them will be in an advanced SRO certification school from Aug 8-10 that we are hosting at our training facility. Following that, the SRO’s will be participating in a juvenile summit on August 10-11 that we will also be hosting. SRO’s Allen Smith and Brett Wilson have organized the summit, which entails bringing in experts to discuss developments in juvenile law and current best practices for School Resource Officers. This training is open to all regional law enforcement who wish to participate. CISD’s convocation will be August 15 SRO’s will spend the rest of that week working w/ CISD on receiving updated school specific training. This includes working with CISD staff on emergency response and operations. 2 Mobility Communication OTM traffic plan All SROs directing traffic with assistance from patrol and traffic officers OTM examining recommendations from school zone study Communication from the Police Department will begin the week before school covering: Back to school reminders School zone speed reminders School zone cell phone usage reminders General safety information Office of Traffic Management has formulated a traffic plan that is in place for all 11 CISD campuses, as well as KISD campus Florence Elementary All SRO’s will be directing traffic with the help of patrol and traffic officers for the first week of school Following that week, adjustments will be made as necessary You may recall receiving information at the summer retreat pertaining to an engineering study commissioned by the City focusing on school zone safety improvements. OTM is currently evaluating the results of the study in order to prioritize the recommendations and formulate a plan going forward. 3 Shady Oaks Drive Street Rehabilitation Crews have paved & added new asphalt layers Remaining Work: Install flashing, pedestrian crossing at Sherwood and Shady Oaks intersection. Repair the sidewalk along 800 Shady Oaks Replace pavement markings Before and After The project, which began June 16, 2016 and  is this year’s street rehabilitation collaboration with Tarrant County Precinct 3, has made significant repairs and corrections to the segment of Shady Oaks from the north property line of Bicentennial Park to West Highland Street. This includes the road in front of Durham Intermediate School. The work is scheduled to be complete before school starts. To date, crews have paved and added new layers of asphalt to the road - This week, you’ll see crews back-fill and complete sod work. In addition, crews will: Install flashing, pedestrian crossing at Sherwood and Shady Oaks intersection just north of Durham Intermediate School this will help greatly with school zone safety…. And Replace pavement markings. 4 Other Updates SRO staffing for Carroll High School and Johnson Elementary Bi-directional amplifiers installed There are currently two SRO vacancies: Carroll High School due to Allen Smith’s retirement. This is a general fund, full time position and will be fill by an internal transfer prior to the start of school Johnson Elementary-this vacancy was created when SRO Jim Johnson applied and was hired as a full time officer. This entails finding a new hire through the less than full time SRO process. We have been unable to find a replacement yet, but we are in the process of searching again. In the interim, the school will be covered by SRO Sgt John Stokes and COPS volunteers. A few months ago Council approved the purchase of two bi-directional public safety radio amplifiers for Johnson and Carroll Elementaries. These enable police and fire radios to function more effectively within the school. Both amplifiers have been installed and are functioning correctly, enabling the respective SRO’s to have much clearer communication in order to keep everyone safe. 5 James Brandon, Chief of Police 817.748.8114 6
