SB Item 6 - SV16-010 Victoria's Secret13 CITY OF SOUTHLAKE Department of Planning & Development Services STAFF REPORT July 29, 2016 CASE NO: SV16-010 PROJECT: Sign Variance to the Southlake Town Square Phase I Conditional Sign Permit (Master Sign Plan) Regulations for Victoria's Secret EXECUTIVE SUMMARY: Permitting Services of Texas, representing Victoria's Secret, is requesting approval of a variance to the Southlake Town Square Phase I Conditional Sign Permit (Master Sign Plan) regulations for Victoria's Secret located at 119 Grand Avenue, Southlake Texas. DETAILS: The purpose of this item is to gain approval of a sign variance to the Conditional Sign Permit for Southlake Town Square Phase I for the total number of signs on a fagade wall, to exceed the total allowable sign area on a fagade and to allow pink vinyl letters and graphics on a proposed metal awning. The Phase I conditional sign permit, adopted in November of 1998, allows up to two (2) of the following three types of signs on each building wall facing a street, drive or parking area: a) one (1) fascia or (1) building blade sign; and b) one (1) pedestrian blade sign per lease space. The allowable fascia sign area on a faced is 30 -square feet. The Phase I conditional sign permit also permits steel awnings with steel canopy awning signs with individually cut metal letters placed on the top of the canopy's outside edge parallel to the face of the building. Victoria's Secret is currently under expansion into the adjacent lease space. Both the Victoria's Secret and Pink stores share the same lease space internally. Currently, the store has signs on the east and west facades. The east fagade has a fascia sign and a pedestrian blade sign for Victoria's Secret. The west fagade has two fascia signs and two pedestrian blade signs for both Victoria's Secret and Pink. The Pink store currently has a fabric awning above the entrance. The applicant is seeking to install one fascia sign and one pedestrian blade sign (Victoria' Secret) on the east fagade and two fascia signs (Victoria's Secret and Pink), two pedestrian blade signs (Victoria's Secret and Pink) on the west fagade as shown in the plans. A variance will be required to allow two fascia signs (Victoria's Secret and Pink) and two pedestrian blade signs (Victoria's Secret and Pink) on one fagade wall (west fagade) for the same lease space fagade. A variance is also being requested to allow a fascia sign greater than the allowable 30 -square foot area. The proposed Victoria Secret fascia sign (27.72 sf) and the proposed Pink fascia sign (21.76 sf) on the west fagade total 49.48 square feet. The total of the two signs exceed the 30 square foot allowable size Case No. SV16-010 ACTION NEEDED: ATTACHMENTS: Case No. SV16-010 for a fascia sign. Individually the signs will meet the ordinance allowable square foot size. A variance will be required to allow the two fascia signs on the west fagade to exceed 30 square feet. The Pink metal awning sign will require a variance to allow a 9 -inch pink vinyl band and 7 '/2 -inch lettering on the canopy's outside edge perpendicular to the building face. The Town Square Phase I regulations allow steel canopy awning signs with individually cut metal letters placed on the top of the canopy's outside edge parallel to the face of the building.
