Item 15 - ZA16-059 SUP CISD Homecoming Parade13 CIT`r'' OF SOUTHLAKE Department of Planning & Development Services CASE NO PROJECT: EXECUTIVE SUMMARY: REQUEST DETAILS: Case No. ZA16-059 STAFF REPORT July 29, 2016 ZA16-059 Specific Use Permit for Southlake Carroll Dragon Homecoming Parade Carroll Independent School District is requesting approval of a Specific Use Permit for a Mass Gathering for Southlake Carroll Dragons Homecoming Parade on property described as Grand Avenue District and Phase I of Southlake Town Square, City of Southlake, Tarrant County, Texas; and generally located between N. Carroll Avenue, E. Southlake Boulevard and State Highway 114, Southlake, Texas. SPIN Neighborhood # 8. The purpose of this request is to host the Carroll Dragon's Homecoming Parade in coordination with Southlake Town Square and the City of Southlake. Beginning in 1999 and prior to 2008, the Homecoming Parade was successfully held in Southlake Town Square without the carnival fundraising component (no SUP was required). In 2008, the Carroll Senior High School Student Council made a decision to move the parade to Dragon Stadium in order to add the fundraiser and pep rally components to the event. In 2013, the decision to move the event back to Southlake Town Square was been made in an effort to rekindle the missed spirit of community involvement within the unique Downtown environment of Southlake Town Square and has been successfully held annually since. The applicant is requesting a renewal of the current SUP making no logistical changes to the parade route, carnival set-up or pep rally set-up for a 3 -year approval period. Details of the 2016 Homecoming Parade event include: • Homecoming Parade date: Wednesday, October 19, 2016 • Post 15-20 internal sandwich board signs advertising the event to the public and Southlake Town Square tenants (requested by Southlake Town Square), Monday October 17, 2016. • Staging of floats in parking lot north of Hilton Hotel beginning at 9 a.m. • Tent/Table/Chair setup in Family Park complete by 10 a.m. • Vendors/Sponsors/Clubs arrive to begin setup after 2 p.m. • Carnival setup complete by 4 p.m. • Carnival begins at 4:30 p.m. • Parade begins at 6:30 p.m. • Pep rally including presentation of court begins immediately following parade (approximately 7:15 p.m. on Main Street in front of City Hall) • Stage Homecoming Court (with parents) in lobby of City Hall • Announce King & Queen and present from City Hall 4th floor balcony • Event concludes by sundown approximately 7:45 p.m. • Teardown/Clean up/Tent pick up 8 — 9:30 p.m. ACTION NEEDED: 1) Conduct Public Hearing 2) Consider Approval ATTACHMENTS: (A) Background Information (B) Vicinity Map (C) Surrounding Property Owners Map & Responses Link to PowerPoint Presentation Link to Narrative Link to Plans STAFF CONTACT: Ken Baker (817)748-8067 Lorrie Fletcher (817)748-8069 Case No. ZA16-059 BACKGROUND INFORMATION APPLICANT: Carroll ISD PROPERTY SITUATION: Southlake Town Square; generally located at the northeast corner of Carroll Avenue and East Southlake Boulevard. LEGAL DESCRIPTION: Grand Avenue and Southlake Town Square Phase One LAND USE CATEGORY: Town Center CURRENT ZONING: "DT" Downtown District HISTORY: The Homecoming Parade without the carnival fundraising component was successfully held in Southlake Town Square from 1999 — 2007 (no SUP requirement). August 6, 2013; Approved by City Council (7-0) for a 3 -year approval period. Other mass gathering events in Southlake Town Square: • Art in the Square; held annually since May 2000. Current approved SUP is valid in perpetuity. • Showcase in the Square; held annually since June 2012. Current approved SUP is valid until July 1, 2019. (5 -year approval) • Oktoberfest; held annually since October 2002. Current approved SUP expires June 3, 2019. (5 -year approval) • Southlake Green Day; held annually since March 2009. Current approved SUP valid until January 20, 2020. (5 -year approval) • Home for the Holidays; held annually since November 1999. Current approved SUP is valid in perpetuity. • Stars & Stripes; held annually since July 1999. Current approved SUP is valid in perpetuity. STAFF COMMENTS: Due to the limited scope of this request, no plan review was needed. The City Council shall consider the following in determining whether to grant a Specific Use Permit for a mass gathering event according to the Comprehensive Zoning Ordinance No. 480, Section 45.14c, as amended: 1. whether there is convenient and safe access for the ingress and egress of pedestrians and vehicular traffic; 2. whether sufficient traffic control personnel is proposed to insure safety to all members of the traveling public, including pedestrians, along all public roadways in the proximity of the mass gathering and/or along which the public is likely to travel to reach the mass gathering areas shall be provided; 3. whether the mass gathering area is well drained and so arranged to provide sufficient space for persons assembled, vehicles, sanitary Case No. Attachment A ZA16-059 Page 1 facilities, and appurtenant equipment; 4. whether sufficient illumination will be provided at night to protect the safety of the persons assembled; 5. whether adequate parking areas, including disabled persons' parking spaces, shall be provided for persons arriving by vehicular means. If the promoter proposes to utilize temporary off-site parking, then the promoter the mass gathering event the off-site temporary parking area will not be utilized for purposes other than the mass gathering event; and 6. whether adequate provisions have been made for food supply, medical assistance, garbage disposal, water supply, parking, sanitation and toilet facilities, vermin control, and safety. 7. The City Council may establish specific conditions depending upon the nature of the proposed event and traffic, health and safety issues according to Ordinance 480, Section 45.14.a, as amended. • Confirm event details with the City Staff regarding logistics for use of town hall facility. • Please note that any or all of the Mass Gathering regulations may be applied to your event request. See Zoning Ordinance 480, as amended, Section 45.14. • Prior to the event, provide a plan of the event area to the Building Inspections Department showing tent sizes, tent types, etc. Dependent upon the type and size of the tent(s), a permit may be required and an inspection, after installation, conducted by the Fire Department. • All food vendors associated with the event(s) shall be required to obtain necessary Tarrant County Health Department permits. • The applicant understands that a review of future planned CISD parades under this Specific Use Permit will require city staff approval at least 30 days prior to the event.
