A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT
TO ALLOW A MASS GATHERING EVENT FOR SOUTHLAKE
CAR SHOW LOCATED ON PROPERTY DESCRIBED AS LOT
1, BLOCK 1 AND LOT 2, BLOCK 1, KIMBALL OAKS, AN
ADDITION TO THE CITY OF SOUTHLAKE, TARRANT
COUNTY, TEXAS; AND LOCATED AT 2201 THROUGH 2261 E
SOUTHLAKE BOULEVARD, SOUTHLAKE, TEXAS, MORE
FULLY AND COMPLETELY DESCRIBED IN EXHIBIT "A", AND
AS DEPICTED ON THE APPROVED SITE PLAN ATTACHED
HERETO AND INCORPORATED HEREIN AS EXHIBIT "B" AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit to allow a mass gathering event has been
requested by a person or corporation having a proprietary interest in the property zoned as
"S-P-1" Detailed Site Plan District; and,
WHEREAS, in accordance with the requirements of Section 45.22 of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City
Council have given the requisite notices by publication and otherwise, and have afforded the
persons interested and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such
Specific Use Permit is in the best interest of the public health, safety, morals and general
welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted to allow a mass gathering event, on property within
the City Of Southlake, Texas, located at 2201 through 2261 E Southlake Boulevard, location
being described as Lot 1, block 1 and Lot 2, Block 1, Kimball Oaks, an addition to the City of
Southlake, Tarrant County, Texas, more fully and completely described in Exhibit "A", and as
depicted on the approved Site Plan attached hereto and incorporated herein as Exhibit "B"

Subject: Proposed Southlake Car Show
Who it may concern,
I just wanted to attach this letter along with my submission for a request for a car show at the
Kimball Oaks Shopping Center. Also wanted to give you some idea of how the show is put on
and where the money collected goes.
We would like to have a car show September 24th,2016 at the Kimball Oaks Shopping Center.
The attached map will show you the area that was proposed to us for use for this show from
Chuck Keller along with his letter of approval. This show would be put on by Memory Lane Car
Shows and Hosted by Connor's Car Show.
The car show would feature but not limited to classic cars,trucks and motorcycles. These cars
would be on display for public viewing and would be entered into the show to be judged for
awards at the end of the show. Entry fee would be$20 to enter your car,but free for the public
to view. This entry fee would be split with 50%going to Memory Lane Car Shows who would
put on this event,and the other 50%going to Connor's Foundation(DBA Connor's Car Show).
Memory Lane is a professional car show promoter and have done car shows all over the DFW
area for years and can be found on www.memorylanecarshows.com. Connor's Foundation was
started three years ago and this year received our 501c3 certification. Connor's Foundation
was created to raise awareness about Down Syndrome,and to raise monies to dontate to three
different organizations. We work throughout the year to collect donations and then in April
when we have our major car show in Keller we take everything collected and donate to Down
Syndrome Partnership of North Texas,Cook Children's Medical Center and White Bridle
Therapy. More info about Connor's Car Show can be found at www.connorscarshow.com. I
will also send you once I receive it a letter from the City of Keller to speak about the show we
put on there at the Keller Town Hall.
The show hours are flexible however we are looking at 11:00am to 3:00pm. We are projecting
150 classic cars for this first ever event in Southlake. We would have staff there before and

after the show to ensure there are people to assist with parking,entry and exit from the show,
and any other questions they would have. Cars would enter from Kimball Rd into the proposed
site. Traffic control would be managed by no less than four people to ensure we have a flow
and do not block any entrance to the site. We think that there will be about 450 parking spots
left open not including the parking on the side and rear of the PGA Superstore. We will have a
PA System to play music and calling announcements. This would all be played to below the
specified volume requirement spelled out in ARTICLE Ill—Noise Nuisances by City of Southlake.
We will have a DB Meter to monitor volumes. Power for the event PA System would be
provided via a low volume generator not to exceed 2500 watts.
We will have at least 4 trash cans located throughout the show to ensure that trash is put in
containers. Our team would also ensure that we pick up any remaining trash left behind by
participants. We will also have water available and a First Aid kit on site for any minor injuries.
Any major injuries we would call 911 for assistance. Additionally we will provide a Handicap
Accessible Porta Potty (1 each)for the show for participants to use.
We will have several in attendance that are part of the Southlake and Keller Police department
in the event that we need any assistance from them. We will brief those in attendance of any
potential requirement we might have and need their help.
Chuck Keller has already spoke with the PGA Superstore about proposed event and they love
the idea and would like to do some marketing and specials surrounding the show. Chuck is
going to reach out to the other businesses as well and expects the same reaction.
Should you need anything else please let us know. We appreciate your consideration on using
this site for our car show.

and providing an effective date, subject to the provisions contained in the comprehensive
zoning ordinance and the restrictions set forth herein. The following specific requirements
and conditions shall be applicable to the granting of this Specific Use Permit:
June 21, 2016, City Council voted 7-0 to approve subject to staff report
dated June 14, 2016, also noting that:
• That the event will adhere to all conditions presented;
• Accepting P&Z Commission recommendation that the applicant
provide a handicap accessible porta potty;
• The car show itself will run from 11:00 am to 3:00 pm on
September 24, 2016;
• Also granting a 7:00 am to 7:00 pm start and end to allow for
show set up and breakdown.
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.
