Highland Street ZA15-141 2 The current land use is mixed use 3 The current zoning is Community Service 4 This an aerial photo showing the church property outlined in red. The site is 4.33 acres gross. 5 1 2 3 4 This is a zoomed aerial showing the existing campus. This is the former Highland meadows Montessori school. There are 4 buildings on the campus. Left to right Building 1 is a one story frame building that is 8,317 sq ft.; building 2 is a one story building that is 2,806 sq ft; building 3 is 2,539 sq ft; and buidling 4 is 1,682 sq. ft. The building are used for the sanctuary, education building, and church offices. Playground equipment located north of the building – along with a metal storage building. There are four drives serving the site. The plan proposes eliminateing one drive. Parking is currently provided in front of the sanctuary building (building 1) and along the circular drive. 6 Existing Site This is an existing site plan for the church property. This phase will close one of the existing driveway off of Highland, increase total parking to 90 parking spaces (The blue shaded area) A gravel turn around is proposed north of the parking to allow emerncy vehicle turnarounds. The yelllow shades area indicates he location of a 30’ x 25’ pavilion. The green indicates the relocated play ground areas. 10 proposed Site Plan Phase 2 would expand the worship area by approximately 25,000 square feet (gold) add a 350 seat sanctuary building in place of the existing classroom building and increase parking from 92 to 172 spaces. 11 EXISTING BUILDING Former Montessori school. Church has been owner/tenant since 2013. The building on the right will be removed with construction of the sanctuary. 12 PROPOSED BUILDING ELEVATIONS This the proposed south and east elevations of the building. The materials are stone and stucco. There is some EIFS and other non-masonry accent materials. The building meets the masonry ordinance height and articulation requirements of the CS district and corridor overlay. The existing building, which will be refaced with stucco and given a faux colonnade. Building height is 34.5’ at sanctuary, 50’ to top of bell tower. Section 33.5 allows ornamental towers to extend up to 50’ in height. 13 PROPOSED BUILDING ELEVATIONS 14 LANDSCAPE PLAN This is the proposed landscape plan. There are two comments in the review that the applicant has agreed to meet. The first a type E bufferyard is required length of the parking spaces along the ROW. Required planting along the entire width of the north bufferyard. 15 Phase I Proposed Landscape Phase I landscape installation shown in red clouds The applicant is proposing to install the landscaping outline in red with the Phase I parking lot installation. The remaining landscape will be installed in Phase II with the church expansion. 16 Requested driveway Variances Variances Required for Stacking Depth and Driveway Spacing + 245’ + 136’’ ±26’ Driveway Spacing + 46’ ±35’ ±33’ Stacking Depth VARIANCES:   Stacking Depth: The applicant is seeking a variance to the Driveway Ordinance No. 634 for the driveway stacking depth. The required stacking depth is seventy-five (75) feet. The requested variance is to allow an approximately thirty-three (33) foot stacking depth for Driveway #1 (west), an approximately thirty-five (35) foot stacking depth for Driveway #2 (middle), and an approximately twenty-six (26) foot stacking depth on existing Driveway #3 (east).   Driveway Spacing: The applicant is requesting a variance to the driveway centerline spacing. The required driveway spacing on E. Highland Street (future E. Kirkwood Blvd.) is 250 feet. The variance request is to allow a 245-foot driveway spacing between Driveways #1 (west) and #2 (middle), an approximately 136-foot driveway spacing between Driveways #2 (middle) and #3 (east), and an approximately 46-foot driveway spacing between Driveway #3 (east) to the driveway of the approved adjacent Kirkwood Crossing development to the east.   17 VARIANCES:   Stacking Depth: The applicant is seeking a variance to the Driveway Ordinance No. 634 for the driveway stacking depth. There is approximately 47% of existing tree cover on the site and 50% of the tree cover is required to be preserved. The Tree Conservation Plans shows that 55% of the existing tree cover is to be removed and 45% is to be preserved. The applicant has indicated that they will pay into the tree reforestation fund to meet the mitigation requirement during the Phase II construction. 19 VARIANCES (cont):   Tree Preservation: The applicant is requesting a variance to the Tree Preservation Ordinance. There is approximately 47% of existing tree cover on the site and 50% of the tree cover is required to be preserved. The Tree Conservation Plans shows that 55% of the existing tree cover is to be removed and 45% is to be preserved.
