Mayor Hill led the pledge of allegiance to the United States and Texas Flags. 3. LOCAL BUSINESS REPORT Director of Economic Development and Tourism Shannon Hamons introduced Ted Bilsky with Scratch Kitchen. Mr. Bilsky provided a description of the services provided, hours of operation, and location of business. 4. HONORS AND RECOGNITIONS REGULAR CITY COUNCIL MEETING MINUTES, JUNE 7, 2016 Page 1 of 23 A. PROCLAMATION FOR THE AMERICAN HEART ASSOCIATION. Mayor Hill presented a proclamation in recognition of the Don't Die of Doubt initiative for the American Heart Association. Jamee Gatzemeier, Stroke/Chest Pain/EMS Coordinator at Baylor Grapevine, joined Fire Chief Mike Starr in receiving the proclamation. 5. DISCUSS ORDINANCE NO. 704-1, PROPOSED AMENDMENTS TO THE SIGN ORDINANCE Senior Director of Planning and Development Services Ken Baker presented this item and answered questions from Council. Mayor Hill stated that agenda item 7E would be presented next. 7E. ORDINANCE NO. 1159, 1St READING, APPROVE AN ORDINANCE OF THE CITY OF SOUTHLAKE, TEXAS PROVIDING FOR A RESIDENTIAL HOMESTEAD PROPERTY TAX EXEMPTION. (IF APPROVED, THE PUBLIC HEARING WILL BE HELD ON JUNE 21, 2016.) Assistant City Manager Ben Thatcher and Chief Financial Officer Sharen Jackson presented this item and answered Council's questions during the work session. Assistant City Manager Alison Ortowski also answered questions of Council. 6. DISCUSS ALL ITEMS ON TONIGHT'S AGENDA. CALL TO ORDER The Regular Session of the City Council was called to order by Mayor Hill at 6:38 p.m. 2A. EXECUTIVE SESSION Mayor Hill announced that City Council would be going into Executive Session pursuant to the Texas Government Code, Section 551.071 , consultation with city attorney, and Section 551.087, deliberation regarding economic development negotiations. City Council adjourned for Executive Session at 6:38 p.m. Executive Session began at 6:55 p.m. and concluded at 7:32 p.m. 2B. AWARD CONSTRUCTION CONTRACT FOR THE TORIAN PLACE LIFT STATION PROJECT TO REY-MAR CONSTRUCTION IN THE AMOUNT OF $1,455,013. Item 9B was approved on the consent agenda. 9C.
