Action
Requested: Approve Resolution No. 16-033, appointing members to various
positions on the Building Board of Appeals, Parks and Recreation
Board, Planning and Zoning Commission, Southlake Parks
Development Corporation, and Zoning Board of Adjustment.
Background
Information: Each year, the City Council appoints members of the public to
various boards, commissions and committees. Each member is
appointed for a two-year term, unless indicated otherwise.
Members of the public indicate their interest to volunteer by
submitting a completed application to the City Secretary's Office.
Applications are available on the City's website and from the City
Secretary's Office.
On May 15, 2012, Council discussed the current appointment
process for boards, commissions and committees. At this meeting,
Council directed staff to implement bi-annual appointments to ease
the process for Council, staff and applicants. At the direction of
Council, staff prepared a schedule which allows Council the
opportunity to review applications, interview applicants and appoint
members in the months of June and October.
In preparation for the June appointments, the City Secretary's
Office sent an e-mail to existing board members to determine if
they are interested in being reappointed to their respective board or
if they have an interest to be considered for a different board. The
City Secretary's Office publicized the upcoming June appointments
and volunteer opportunities with MySouthlakeNews.com and on
social media. An article was included in the Volunteer Southlake
Newsletter that was emailed to 1,574 subscribers. Staff also
reached out to the public by utilizing the "Notify Me" module on the
City's website that allows members of the public to subscribe to
updates regarding vacancies and bi-annual appointments.
On May 12, Council received a binder that included applications
filed with the City Secretary's Office for these boards as well as an
outline of each board detailing the current membership, terms
expiring in 2016, and existing members who expressed an interest
to be reappointed.
On May 17, Council met briefly to review applications and choose
which applicants to video interview via Spark Hire. It was decided at
that time that individual Councilmembers would let the City
Secretary know which applicants to request a video interview.
Ultimately, a video interview request was sent to all new applicants.
On June 10, Council received a link to view the submitted videos.
Tonight's item is the remaining action required by Council to
complete the June appointment process. The boards identified for
appointment, together with the individual place terms set to expire,
are highlighted and listed below.

are highlighted.

RESOLUTION NO. 16-033
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, APPOINTING MEMBERS TO
VARIOUS POSITIONS ON THE BUILDING BOARD OF
APPEALS, PARKS AND RECREATION BOARD,
PLANNING AND ZONING COMMISSION, SOUTHLAKE
PARKS DEVELOPMENT CORPORATION, AND ZONING
BOARD OF ADJUSTMENT, PROVIDING AN EFFECTIVE
DATE.
Whereas, the City Council appoints members of the public to various boards,
commissions and committees to serve a two-year term, unless indicated otherwise; and,
Whereas, each appointee shall be a citizen of Southlake, unless appointed to
serve on the Southlake Business Council; and,
Whereas, the membership and qualifications for each board, commission and
committee are identified by City Charter, ordinance, or resolution; and,
Whereas, Council will begin bi-annual appointments for Council-appointed
boards; and,
Whereas, Council desires to appoint members to various positions on the
following boards:
• Building Board of Appeals;
• Parks and Recreation Advisory Board;
• Planning and Zoning Commission;
• Southlake Parks Development Corporation; and
• Zoning Board of Adjustment.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT:
Section 1 . All the findings in the preamble are found to be true and correct and the
City Council does hereby incorporate said findings into the body of this
resolution as if copied in its entirety.
Section 2. The following citizens are appointed to serve as board, commission or
committee members for the stated terms and until their successors have
been duly appointed and qualified by Council.
