EXECUTIVE
SUMMARY: Connor's Car Show, represented by Ty Genteman, is requesting approval of a
specific use permit to allow for a mass gathering event at Kimball Oaks
shopping center, 2201-2261 E. Southlake Boulevard, Southlake, Texas. SPIN
Neighborhood # 8.
DETAILS: Connor's Car Show, represented by Ty Genteman, is requesting approval of a
specific use permit to allow for a mass gathering event for Southlake Car Show.
The following is an overview of the applicant's request:
• Event scheduled for Saturday, September 24, 2016 (11:00 am to 3:00 pm).
• Request is only for the date above and not for annual or future events.
• Free to public, $20 entry fee for cars, trucks and motorcycles goes to
Memory Lane Car Shows and Connor's Foundation (more information can
be found in Attachment C).
• On-site security and traffic control.
• Applicant is anticipating approximately 150 vehicles in the show.
• The show will occupy approximately 200 existing parking spaces, leaving
approximately 460 spaces in Kimball Oaks for public parking.
• Three (3) temporary signs approximately 17 x 22 inches.
A narrative from the applicant, additional information, proposed signs, and the
event site plan can be found under Attachment `C' of this report. The applicant
is requesting three (3) signs placed at the entrances to Kimball Oaks and at the
corner of E Southlake Blvd and S Kimball Avenue.

BACKGROUND INFORMATION
PROPERTY OWNER: SPC Kimball Oaks, Ltd.

LEGAL DESCRIPTION: Lot 1, Block 1 and Lot 2, Block 1, Kimball Oaks
LAND USE CATEGORY: Retail Commercial
CURRENT ZONING: "S-P-1" Detailed Site Plan District
HISTORY: The property was part of the original incorporation of the city in 1956.
October 20, 1981, City Council approved a final plat for Lots 1, 2 and 3,
Block B, Southlake Business Park.
October 18, 1983 City Council approved a replat of the Southlake
Business Park, Lot 1, Block C.
December 17, 2013 City Council approved a Zoning Change and Site
Plan for S-P-1 Detailed Site Plan District under case ZA13-100 and a
Preliminary Plat under case ZA13-101.
February 20, 2014 City Council approved a Plat Revision for Kimball
Oaks Lots 1 and 2, Block 1 under ZA14-002.
This is the first car show held at Kimball Oaks so there is no historical
information on this event.
STAFF COMMENTS: The Planning & Zoning Commission and City Council shall consider the
following in determining whether to grant a Specific Use Permit for a
mass gathering event according to the Comprehensive Zoning
Ordinance No. 480, Section 45.14c, as amended:
1. Whether there is convenient and safe access for the ingress and
egress of pedestrians and vehicular traffic;
2. Whether sufficient traffic control personnel is proposed to insure
safety to all members of the traveling public, including pedestrians,
along all public roadways in the proximity of the mass gathering
and/or along which the public is likely to travel to reach the mass
gathering areas shall be provided;
3. Whether the mass gathering area is well drained and so arranged to
provide sufficient space for persons assembled, vehicles, sanitary
facilities, and appurtenant equipment;
4. Whether sufficient illumination will be provided at night to protect the
safety of the persons assembled;

5. Whether adequate parking areas, including disabled persons'
parking spaces, shall be provided for persons arriving by vehicular
means. If the promoter proposes to utilize temporary off-site parking,
then the promoter the mass gathering event the off-site temporary
parking area will not be utilized for purposes other than the mass
gathering event; and
6. Whether adequate provisions have been made for food supply,
medical assistance, garbage disposal, water supply, parking,
sanitation and toilet facilities, vermin control, and safety.
The City Council may establish specific conditions depending upon the
nature of the proposed event and traffic, health and safety issues
according to Ordinance 480, Section 45.14.a, as amended.
The applicant is required to obtain all necessary permits regarding
qualifying signage.
Due to the limited scope of the event no staff review summary has been
provided for this proposal.
PLANNING AND ZONING
COMMISSION ACTION: June 9, 2016, The Planning & Zoning Commission voted 4-0 to
recommend approval subject to staff report dated June 3, 2016 and
specifically conditioning the approval on the applicant providing a
handicap accessible porta potty.

Subject: Proposed Southlake Car Show
Who it may concern,
I just wanted to attach this letter along with my submission for a request far a car show at the
Kimball Oaks Shopping Center. Also wanted to give you some idea of how the show is put on
and where the money collected goes.
We would like to have a car show September 24th,2016 at the Kimball Oaks Shopping Center.
The attached map will show you the area that was proposed to us for use for this show from
Chuck Keller along with his letter of approval. This show would be put on by Memory Lane Car
Shows and Hosted by Connor's Car Shaw.
The car show would feature but not limited to classic cars,trucks and motorcycles. These cars
would be on display for public viewing and would be entered into the show to be judged for
awards at the end of the show. Entry fee would be$20 to enter your car, but free for the public
to view. This entry fee would be split with 50%going to Memory Lane Car Shows who would
put on this event,and the other 50%going to Connor's Foundation (DBA Connor's Car Show).
Memory Lane is a professional car show promoter and have done car shows all over the DFW
area for years and can be found on www.memorylanecarshows.com. Connor's Foundation was
started three years ago and this year received our 501c3 certification. Connor's Foundation
was created to raise awareness about Dawn Syndrome, and to raise monies to dontate to three
different organizations. We work throughout the year to collect donations and then in April
when we have our major car show in Keller we take everything collected and donate to Down
Syndrome Partnership of North Texas,Cook Children's Medical Center and White Bridle
Therapy. More info about Connor's Car Show can be found at.www.connorscarshow.com. I
will also send you once I receive it a letter from the City of Keller to speak about the show we
put on there at the Keller Town Hall.
The show hours are flexible however we are looking at 11:00am to 3:00pm. We are projecting
150 classic cars for this first ever event in Southlake. We would have staff there before and

after the show to ensure there are people to assist with parking,entry and exit from the show,
and any other questions they would have. Cars would enter from Kimball Rd into the proposed
site. Traffic control would be managed by no less than four people to ensure we have a flow
and do not block any entrance to the site. We think that there will be about 450 parking spots
left open not including the parking on the side and rear of the PGA Superstore. We will have a
PA System to play music and calling announcements. This would all be played to below the
specified volume requirement spelled out in ARTICLE !!!—Noise Nuisances by City of Southlake.
We will have a DB Meter to monitor volumes. Power for the event PA System would be
provided via a low volume generator not to exceed 2500 watts.
We will have at least 4 trash cans located throughout the show to ensure that trash is put in
containers. Our team would also ensure that we pick up any remaining trash left behind by
participants. We will also have water available and a First Aid kit on site for any minor injuries.
Any major injuries we would call 911 for assistance. Additionally we will provide a Handicap
Accessible Porta Potty (1 each)for the show for participants to use.
We will have several in attendance that are part of the Southlake and Keller Police department
in the event that we need any assistance from them. We will brief those in attendance of any
potential requirement we might have and need their help.
Chuck Keller has already spoke with the PGA Superstore about proposed event and they love
the idea and would like to do some marketing and specials surrounding the show. Chuck is
going to reach out to the other businesses as well and expects the same reaction.

RESOLUTION NO. 16-031
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, GRANTING A SPECIFIC USE PERMIT
TO ALLOW A MASS GATHERING EVENT FOR SOUTHLAKE
CAR SHOW LOCATED ON PROPERTY DESCRIBED AS LOT
1, BLOCK 1 AND LOT 2, BLOCK 1, KIMBALL OAKS, AN
ADDITION TO THE CITY OF SOUTHLAKE, TARRANT
COUNTY, TEXAS; AND LOCATED AT 2201 THROUGH 2261 E
SOUTHLAKE BOULEVARD, SOUTHLAKE, TEXAS, MORE
FULLY AND COMPLETELY DESCRIBED IN EXHIBIT "A", AND
AS DEPICTED ON THE APPROVED SITE PLAN ATTACHED
HERETO AND INCORPORATED HEREIN AS EXHIBIT "B" AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, a Specific Use Permit to allow a mass gathering event has been
requested by a person or corporation having a proprietary interest in the property zoned as
"S-P-1" Detailed Site Plan District; and,
WHEREAS, in accordance with the requirements of Section 45.22 of the City's
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City
Council have given the requisite notices by publication and otherwise, and have afforded the
persons interested and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of such
Specific Use Permit is in the best interest of the public health, safety, morals and general
welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted to allow a mass gathering event, on property within
the City Of Southlake, Texas, located at 2201 through 2261 E Southlake Boulevard, location
being described as Lot 1 , block 1 and Lot 2, Block 1 , Kimball Oaks, an addition to the City of
Southlake, Tarrant County, Texas, more fully and completely described in Exhibit "A", and as
depicted on the approved Site Plan attached hereto and incorporated herein as Exhibit "B"

and providing an effective date, subject to the provisions contained in the comprehensive
zoning ordinance and the restrictions set forth herein. The following specific requirements
and conditions shall be applicable to the granting of this Specific Use Permit:
