Clayton Reed gave the invocation. Mayor Hill led the pledge of allegiance to the United
States and Texas Flags.

Director of Economic Development and Tourism Shannon Hamons introduced Ted
Bilsky with Scratch Kitchen. Mr. Bilsky provided a description of the services provided,
hours of operation, and location of business.

Mayor Hill presented a proclamation in recognition of the Don't Die of Doubt initiative for
the American Heart Association. Jamee Gatzemeier, Stroke/Chest Pain/EMS
Coordinator at Baylor Grapevine, joined Fire Chief Mike Starr in receiving the
proclamation.
5. DISCUSS ORDINANCE NO. 704-I, PROPOSED AMENDMENTS TO THE SIGN
ORDINANCE
Senior Director of Planning and Development Services Ken Baker presented this item
and answered questions from Council.
Mayor Hill stated that agenda item 7E would be presented next.

Mayor Hill announced that City Council would be going into Executive Session pursuant
to the Texas Government Code, Section 551 .071 , consultation with city attorney, and
Section 551 .087, deliberation regarding economic development negotiations. City
Council adjourned for Executive Session at 6:38 p.m. Executive Session began at 6:55
p.m. and concluded at 7:32 p.m.

May 31 , 2016 and Site Plan Review Summary No. 2 dated May 11 , 2016 noting the S-
P-1 district regulations provided under Attachment C of the staff report and noting the
applicant's agreement to not construct the previously-approved masonry wall to cover
the mechanical equipment but instead will be required to install a wrought iron fencing
on the existing wall and will be required to meet all plant quantities that were approved
in the previous SUP (ZSP-Zoning Change and Site Plan) but will be able to work
administratively with staff to utilize plant materials per staff's approval with emphasis
placed on screening along the west elevation to screen the mechanical equipment and
the transformer.
