Property Value-We are concerned about the property value of our house given 200 children on a playground with removal of some trees taking place within 2 lots of our home at 516 Northwood Trail. We purchased our home at the highest per square foot within recent history of the purchase date of our home over ten years ago. We purchased a bit out of our range due to the size and privacy of our backyard, which backs up to a large tree line and "protected" land behind our home. While an office building (as currently zoned on the property in issue adjacent to Calloway's Nursery)would be somewhat within the vicinity, the noise associated with rezoning for a childcare facility is a much different picture than what we imagined living next to. With 4 childcare-type facilities within a mile, we are also unsure the business will sustain competition. 2. Safety -Another reason we moved to our home is so our children have a very close and safe proximity to walk to their elementary school - Rockenbaugh ES. Parkwood is already used by many outside of Northwood Park to park on and take/pick-up their children to/from school in the morning/afternoon and during school events. Parking occurs on the street for the full length of the block! At the same time, many parents are driving other kids to school or leaving on their journey to work. It is at capacity for managing safety for those children walking to school. Adding a possible cut through of Parkwood from along Calloway's nursery with access from 1709 to connect to Byron Nelson Pkwy not only will lower the home values of most in our neighborhood, but most importantly, will increase safety issues of our children walking to and from school. Besides school hours, there will be an increased amount of traffic coming through from 1709 for those that want quick cut through to Timarron to avoid the light at Byron Nelson Pkwy. As a long time resident, I am very in tune with the behaviors of auto and pedestrian traffic in this area and am extremely concerned of this change in rezoning and potential cut through of Parkwood. I am deeply involved in the community and have made no fuss over changes in Southlake zoning nor retail buildout. Growing pains can be difficult but at times are in the best concern for our city and taxpayers. My biggest concern is that I do not want to see Parkwood Drive opened. know that the pre-school is not requesting that it be opened at this time but I attended the planning and zoning meeting and Michael Springer wants that road opened, especially if this land is re-zoned for a facility that has a higher traffic count than how it is currently zoned. The photos shown at the planning and zoning meeting were not wide enough to show Rockenbaugh Elementary and the widely-used school crossing at Byron Nelson. Please take that crosswalk into consideration when evaluating this item. I urge you not to approve rezoning this parcel of land to be used in a manner that would increase the traffic count. Even though my main concern is additional traffic when school children are walking to and from school I'm also concerned about White's Chapel traffic flowing through Northwood before and after each service. I'm concerned about 1709 traffic cutting through Northwood as well. Again, I know that agenda item 7A does not ask you to approve opening Parkwood Drive now but I anticipate that adding this pre-school will set the stage for that request to come before you once traffic starts becoming overly congested. One additional point to consider...If the pre-school goes belly up who will move in next? Wouldn't an office building be easier to re-rent? White's Chapel, Adventure Kids, Rockenbaugh Elementary (pre-school program) and Little Sunshine's Playhouse are all within a short walk of this proposed pre-school. Thank you for your time. We were impressed with the City's attention to thoughtful planning and proactive communication with Northwood Park residents during the planning and development of the Calloway's headquarters and Senior Center expansion projects. Before purchasing our home, we researched the zoning of the empty plot of land adjacent to our house at 300 Parkwood Drive and ultimately decided to purchase our house with the understanding that the empty land had been zoned for a small office building. The plans for the office building were unobtrusive to the Northwood Park neighborhood residents. The office building was designed to accommodate approximately 40 people and set back away from the Northwood Park neighborhood, with limited access to the office's proposed parking lot from the utility road that runs parallel with Southlake Boulevard. On June 7, 2016, a zoning change for 300 Parkwood Drive is set to come before the City Council for your consideration (Agenda Item 7.A). This proposed zoning change will greatly impact the quality of life for my family and the nearby neighbors. The zoning change is a vast departure from the previous zoning and would allow for a daycare center with multiple outside playgrounds to be built that has the capacity for 200+ children and approximately 30 staff. The proposal for the daycare center has its entrance from the access drive behind Callways and directs traffic into the Parkwood Drive cul-de-sac which is directly next to the Northwood Park neighborhood homes. Currently, this cul-de-sac has no regular traffic and is most likely utilized less than 5 times a day. This dramatic increase in traffic within such a close proximity of the neighborhood is of great concern. There is no material buffer(fence, sound barrier, landscape, etc.) between the cul-de- sac and neighborhood. Every business day, the neighbors with a direct visual to the Parkwood Dr. cul-de-sac would potentially see and hear 200+ cars and buses twice a day dropping off kids and picking them up. I am also concerned with spill over traffic into our neighborhood and conflicting traffic patterns with Rockenbaugh Elementary School. Parkwood Drive is directly across the street from Rockenbaugh and our neighborhood is currently used for overflow parking for school events and as a short cut for parents dropping off kids at the corner of Parkwood Drive and Byron Nelson to avoid the designated school drop off line. The teachers assigned to crosswalk duty have expressed their safety concerns to me on a regular basis and cars fail to yield to them frequently. This is not an area that needs to see an increase in traffic during peak rush hour times. Another concern is the old Southlake Senior Activity Center located at 307 Parkwood Drive which is accessible through the Northwood Park neighborhood. The proposed daycare facility would directly face the old Senior Center. Before a zoning change is made to 300 Parkwood Drive, residents of Northwood Park would like to understand what the future plans for the old Senior Center and the empty adjacent parcel of land. One additional note of concern is the actual business plan behind opening another daycare facility in Southlake. At the Planning and Zoning Committee meeting on May 19th, the developers of the proposed facility noted that it was unique and different because it is uses the Reggio Emilia inspired curriculum. A similar Reggio Emilia curriculum is used by the Little Sunshine's Playhouse & Preschool daycare that is located at 600 Zena Rucker Rd, which is one third of a mile from 300 Parkwood Drive. The Little Sunshine's Playhouse has been under enrolled (currently 60%)since it opened a few years ago. Another nearby day care school is the Goddard School which is located at 435 W Southlake Blvd which is 2/3 mile away from 300 Parkwood Drive. Approval of this significant zoning change could potentially leave the neighbors of Northwood Park with an out of business daycare facility in their backyards. Please consider voting against the proposed zoning change at 300 Parkwood Drive. The change is a significant departure from the zoning that my family and my neighbors understood and bought into when we purchased our homes. The proposed change would negatively our property values, affect traffic and diminish the quiet quality of life that we enjoy in Northwood Park. Thank you for your attention to this matter. I am adamantly opposed to the rezoning! Building another large daycare will bring up to 200 more cars to an already congested area. Opening the road as suggested will just open yet another cut through for people to escape the traffic on both 1709 and the neighborhood. The existing daycare across the street doesn't appear to be at capacity so if this new proposed change happens, what will happen when it goes out of business and then we've rezoned to allow this type of business...I much prefer the office zoning as it is easier to re-lease office space rather than yet another large concrete building. Southlake has enough building with businesses that last a couple of years and then go out of business and sit empty. Timarron is my neighborhood...this affects more than just the Northpark neighborhood...this increases traffic in all of Timarron. I have concerns also that once Zena Rucker is opened people would have a pass through all the way to Carroll. It is my wish that Timarron remain a premier neighborhood and feel that this re-zone changes the plan of what we as homeowners were told when we purchased our homes. This affects all of our property values in a negative way! I want my neighborhood to remain just that...a neighborhood...I do not want the area at 300 Parkwood re-zoned. David Seltzer 730 Ashleigh Lane Southlake Hi Neighbors, On May 19th an agenda item was presented to the City of Southlake Planning and Zoning Commission to change the zoning category of an empty plot of land located at 300 Parkwood Drive. 300 Parkwood Drive is adjacent to the Northwood Park neighborhood in Timarron and is located behind Calloway's Nursery and is near the old Southlake Senior Center. The current zoning category allows for a small single story office building. The proposed zoning change will include a code deviation that allows a daycare facility. The proposed daycare facility will accommodate 200 children and 28 staff members. This proposed plan is a stark contrast to the previously approved Calloway's office structure that was proposed in 2009. Through collaboration and coordination with Timarron neighbors in Northwood Park and others,the Calloway Plan featured the following attributes as compared to the current KLA School proposal: Calloway's Office KLA School Type Small office building School building Size of facility(sq.ft.) 12,000 13,400 Number of users 40 employees(appx.) 28 employees+ 200 children Structure orientation Pushed to the far west side Building and playground structures of lot(nearer Whites are on the South and East of the lot Chapel); parking was on the (very close to Northwood Park east side of the lot residents) Outdoor structures None Playground in close proximity to Northwood Park residents Parking 50 spaces 48 spaces Event Overflow None required Calloway's Nursery and Whites Parking Chapel, if agreeable to these entities. These concerns included: • Increased noise—this type of development will lead to significant increases to traffic noise from pick up and drop off traffic using the Parkwood Drive cul-de-sac that is near Northwood Park homes and there would be significant outdoor playground noise that is located in very close proximity to Northwood Park residents. • Traffic issues— a high number of people will be coming and going from the space especially adding to the very busy am Rockenbaugh School am rush period. The proposed traffic flow of the facility routes traffic to the Parkwood Drive cul-de-sac which directly boarders the Northwood Park neighborhood. • Safety—Northwood Park neighborhood and children's safety may be compromised as the adjacent KLA School will be a likely target of smash and grab crimes. Southlake has seen an explosion of these types of crimes at daycare centers as was reported in the Dallas Morning News this March. The article noted 30 such crimes had been committed in the first couple months of the year and both the Goddard School and Little Miss Sunshine schools(both less than 1 mile from 300 Parkwood Drive) have been victims of these crimes. • Former Southlake Senior Activity Center uncertainty—Residents do not have a clear picture as to how a daycare facility will fit with the future plans for the old Southlake Senior Activity Center which is directly across from the 300 Parkwood Dr. 0 • Long-term suitability of Proposal—There are 13 child care centers in Southlake,with four major child care facilities(Little Miss Sunshine,Goddard School,Adventure Kids and White's Chapel School)all less than 1 mile from the proposed KLA School. All of these schools pose direct competition to this facility and questions on the long-term viability of the Proposal. All of these facilities are not near capacity. If the KLA School is unsuccessful,it may be challenging to convert a school building to a different type of structure that can be used for another purpose. This would leave a negative legacy for this property's relationship to the Northwood Park neighborhood and property values. • Communication of the proposed zoning change—several Northwood Park neighbors including on nearby Parkwood Drive and Parkwood Ct.were not in the city's zone to issue notices of the Planning and Zoning meeting through Notification Response Forms. During the Calloway's office development planning and zoning process,the City was proactive to be inclusive and reach out to Timarron and Northwood Park to create awareness and solicit feedback. Many directly impacted Northwood Park residents were left out of this important process and their voices were not accounted for. • Opening up Parkwood Dr.from 1709 to Byron Nelson—During the Planning and Zoning meeting a Commission member suggested opening up Parkwood Dr.(currently it is a cul-de- sac with no through access)between 1709 and Byron Nelson.Several neighbors actively objected to this idea as it would turn the Northwood Park neighborhood into a short cut, greatly increase traffic volume in a residential neighborhood and school zone at Rockenbaugh Elementary School. The outcome of the May 19th Planning and Zoning Commission meeting was a tie vote 2—2, which resulted in no recommendation to the Southlake City Council. Meeting minutes from the May 19th meeting are not yet available.
