Both were S-P-2 with O-1 uses. The purpose of this request is to modify the zoning to allow a daycare use under the current SP-2 -”O-1’ uses on lot 13 R 12 Existing S-P-2 Permitted Uses This property shall be limited to the permitted uses found in the “O-1” Office District as described in Section 28 of the Comprehensive Zoning Ordinance No. 480, as amended, to include “retail nursery” as a permitted use on Lot 12R.  The existing S-P-2 regulations cover both Lot 12R and Lot 13R. 13 Existing S-P-2 Development Regulations This property shall be subject to the development regulations for the “O-1” Office District, and all other applicable regulations with the following exceptions: The maximum impervious coverage shall not exceed 70 percent of the total lot area for proposed Lot 12R. The total required parking for proposed Lot 12R shall be 85 spaces.   14 Existing S-P-2 Development Regulations (Cont.) The natural tree cover shall be permitted in lieu of the required 8 ft. screening device adjacent to single family residential property for proposed Lot 13R.   15 Proposed S-P-2 for Lot 13R Lot 13R shall be subject to the development regulations per the City of Southlake Zoning Ordinance No. 480, as amended, Chapter 18, for the “O-1” OFFICE DISTRICT, with the following exceptions:   A “Day Nursery” or equivalent child care facility shall be the only permitted principal use on Lot 13R. Shade structures shall be allowed as an accessory use to the Child Care facility. The applicant is proposing to change the underlying zoning and add regulations for lot 13R. Regulations for lot 12R would remain unaffected. 16 Proposed S-P-2 for Lot 13R Development Regulations: Lot 13R shall be subject to the development regulations for the “O-1”, OFFICE DISTRICT and all other applicable regulations with the following exceptions:  The natural tree cover shall be permitted in lieu of the required 8’ screening device adjacent to the single family residential property for Lot 13R. CARRIED OVER That a 5’ Landscape Buffer along the west property line, shall have landscaping as shown or noted on the Landscape Plan.   17 Proposed S-P-2 for Lot 13R Development Regulations (Cont.): The “AREA OF NO DISTURBANCE” shall be maintained in accordance with the City of Southlake’s Tree Preservation Ordinance and Landscape Ordinance. Shade Structures shall be membrane-type material.   18 Approved Calloway’s Concept Plan Lot 12R Lot 13R The approved concept plan shows a single-story office building totaling 12,000 square feet with 50 parking spaces and an area of no disturbance. Access was approved exclusively from Lot 12R with a mutual access easement allowing access to Calloway’s Nursery and White’s Chapel. Lot 13R is subject to the Residential Overlay standards (43.13). 19 Proposed KLA School Plan The proposed site plan shows a single-story day care building totaling 13,400 square feet with 48 parking spaces and an area of no disturbance. Access is proposed from Lot 12R with a mutual access easement allowing access to Calloway’s Nursery and White’s Chapel as well as from Parkwood Drive. Lot 13R is subject to the Residential Overlay standards (43.13). 20 Site Data Summary 21 Landscape Plan The applicant requests the following in terms of landscaping: West (Retaining wall) 5 ft type A required and provide – No plantings requested due to retianing wall. East - 5 ft type A is required – the applicant is proposing a 20’ type C. South – 10’ F-1 is required – proposing to stay as a natural area North – 5 ft type a -1 canopy tree short That the area of no disturbance comprise the required south and portions of the west and east bufferyard, including the screening device (10’ type F1 with 8’ screen is required to south and east, 10’ type C with no screen required to the west) That the west bufferyard be as shown with no plantings adjacent to the 8-10’ retaining wall The applicant is providing a 20’ bufferyard (10’ Type B required) and is allowed to reduce plantings by 20% 22 Tree Conservation Plan Existing canopy coverage is 59%. Conservation of 50% of existing cover is required. Applicant proposes to save 79%, all within the conservation area 23 Proposed Building Elevations Materials are primarily brick veneer with stone veneer above main entrances.
