Item 7 - ZA16-041 Southlake Car Show Report Department of Planning & Development Services S T A F F R E P O R T June 3, 2016 CASE NO:ZA16-041 PROJECT:Specific Use Permit for Southlake Car Show EXECUTIVE SUMMARY: Connor’s Car Show, represented by Ty Genteman, is requesting approval of a specific use permit to allow for a mass gathering event at Kimball Oaks shopping center, 2201-2261 E. Southlake Boulevard, Southlake, Texas. SPIN Neighborhood # 8. DETAILS: Connor’s Car Show, represented by Ty Genteman, is requesting approval of a specific use permit to allow for a mass gathering event for Southlake Car Show. The following is an overview of the applicant’s request:  Event scheduled for Saturday, September 24, 2016 (11:00 am to 3:00 pm).  Request is only for the date above and not for annual or future events.  Free to public, $20 entry fee for cars, trucks and motorcycles goes to Memory Lane Car Shows and Connor’s Foundation (more information can be found in Attachment C).  On-site security and traffic control.  Applicant is anticipating approximately 150 vehicles in the show.  The show will occupy approximately 200 existing parking spaces, leaving approximately 460 spaces in Kimball Oaks for public parking.  Three (3) temporary signs approximately 17 x 22 inches. A narrative from the applicant, additional information, proposed signs, and the event site plan can be found under Attachment ‘C’ of this report. The applicant is requesting three (3) signs placed at the entrances to Kimball Oaks and at the corner of E Southlake Blvd and S Kimball Avenue. APPLICANT: Ty Genteman, Connor’s Foundation (dba Connor’s Car Show) PROPERTY SITUATION: 2201-2261 E. Southlake Boulevard LEGAL DESCRIPTION: Lot 1, Block 1 and Lot 2, Block 1, Kimball Oaks LAND USE CATEGORY: Retail Commercial CURRENT ZONING: “S-P-1” Detailed Site Plan District HISTORY: The property was part of the original incorporation of the city in 1956. October 20, 1981, City Council approved a final plat for Lots 1, 2 and 3, Block B, Southlake Business Park. October 18, 1983 City Council approved a replat of the Southlake Business Park, Lot 1, Block C. December 17, 2013 City Council approved a Zoning Change and Site Plan for S-P-1 Detailed Site Plan District under case ZA13-100 and a Preliminary Plat under case ZA13-101. February 20, 2014 City Council approved a Plat Revision for Kimball Oaks Lots 1 and 2, Block 1 under ZA14-002. This is the first car show held at Kimball Oaks so there is no historical information on this event. STAFF COMMENTS: The Planning & Zoning Commission and City Council shall consider the following in determining whether to grant a Specific Use Permit for a mass gathering event according to the Comprehensive Zoning Ordinance No. 480, Section 45.14c, as amended: 1. Whether there is convenient and safe access for the ingress and egress of pedestrians and vehicular traffic; 2. Whether sufficient traffic control personnel is proposed to insure safety to all members of the traveling public, including pedestrians, along all public roadways in the proximity of the mass gathering and/or along which the public is likely to travel to reach the mass gathering areas shall be provided; 3. Whether the mass gathering area is well drained and so arranged to provide sufficient space for persons assembled, vehicles, sanitary facilities, and appurtenant equipment; 4. Whether sufficient illumination will be provided at night to protect the safety of the persons assembled; Case No. Attachment A ZA16-041 Page 1 5. Whether adequate parking areas, including disabled persons’ parking spaces, shall be provided for persons arriving by vehicular means. If the promoter proposes to utilize temporary off-site parking, then the promoter the mass gathering event the off-site temporary parking area will not be utilized for purposes other than the mass gathering event; and 6. Whether adequate provisions have been made for food supply, medical assistance, garbage disposal, water supply, parking, sanitation and toilet facilities, vermin control, and safety. The City Council may establish specific conditions depending upon the nature of the proposed event and traffic, health and safety issues according to Ordinance 480, Section 45.14.a, as amended. The applicant is required to obtain all necessary permits regarding qualifying signage. Due to the limited scope of the event no staff review summary has been provided for this proposal.
