Item 4M 13 CITY OF SOUTHLAI<,-E Department of Planning & Development Services STAFF REPORT May 31, 2016 ITEM: Consider extending the duration/time limitation of the temporary signage at the Methodist Southlake Hospital building, (former Forest Park Medical Center), parking garage and campus located at 421 and 441 East State Highway 114. DETAILS: The purpose of this item is to consider extending the duration/time limitation of the temporary signage at the Methodist Southlake Hospital building, (former Forest Park Medical Center), parking garage and campus located at 421 and 441 East State Highway 114. The Methodist Health System in Dallas purchased Forest Park medical out of bankruptcy last month. Methodist Hospital has installed temporary signage on the building, garage and the monument sign (The temporary sign package is attached — See Attachment A). Methodist Health System is in the process of preparing a master sign plan for the campus and it is expected that the plan will be presented to City Council in August. The hospital provides an essential public service function and benefit and it is important that the facility be properly identified. The signs indicated in the attached package can be permitted temporarily under a "temporary sign" permit. However, temporary signs are only allowed for a 15 day period. As such this item was placed City Council agenda to allow the duration/time limit of the temporary signs to remain until a master sign plan can be approved and the permanent signs can be fabricated and installed. Staff is recommending that the three temporary signs be allowed to remain until October 31, 2016 to permit adequate time for the permanent master sign plan to be approved and allow the signs to be fabricated and installed. ACTION NEEDED: Consider allowing the temporary signage currently installed at the Methodist Southlake Hospital to remain until October 31, 2016.
